After consideration of this request motion was made by Commissioner McLarty, seconded by Commissioner Simpson, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay, to approve the request. Also this authorization being for these plant growing experiments to be discontinued as of June 15, 1964, Mr. Carley agreeing to discontinue the growing of said plants after said date. 53-22-542-1431 Mrs. Hill Baggett of the League of Women Voters and other Women of the League appeared before the City Commission and presented the following report. REPORT On March 1,.1962, the League of Women Voters of Lubbock adopted the item, NOV 2 6 1963 GUIDE SET IN FROM PAGE 543. ITEM NO. 63-22-542-I43I. A GUIDE for the STUDY OF PLANNING AND ZONING IN LUBSOGK, TEXAS August 1963 League of Women Voters of Lubbock, Texas NOV 2 6 r- "A study of the Planning and zoning practices in Lubbock, and how they satisfy the long-range planning for the growth of the city." Since that time the planning and zoning committee of the League has done intensive study, research and interviewing on this subject. After much discussion the League has reached consensus on the following positions. First, we urge the completion and subsequent adoption of a flexible comprehensive plan for the City of Lubbock for these reasons: 1. In a city which is growing as rapidily as Lubbock, there is a distinct need for a long- range guide for the orderly growth and improvement of the City. 2. With a comprehensive plan, land uses will not be distorted by immediate pressures and short-range considerations. 3. A comprehensive plan is economical; it prevents costly mistakes, duplications, conflicts, and stopgap measures which must later be abandoned. The coordinated planning of major thoroughfares and freeways, park and school sites, in accordance with reasonable projections and estimates of future needs, makes it possible to acquire the rights of way or sites, either upon dedication when the land is subdivided or by purchase before the land is either built on or increases too greatly in value. Saving also results from the provision of sewers, drainage structures, schools and streets, adequate in size to accommodate anticipated future growth. 4. In light of a comprehensive plan, the developer may shape his plans during the formative stage when they have not yet crystallized. Often conflict with the public interest can thus be averted. The League feels that the work of the planning and zoning staff and the decisions made by the city boards and commissions are inadequate when they are made outside the framework of a comprehensive plan. We feel that the City Advance Planning staff is so involved with routine administrative work that they do not have sufficient time to devote to their real function --that of developing and maintaining a comprehensive plan for the City of Lubbock. Although the comprehensive plan for Lubbock was begun 5 years ago it is still incomplete. Secondly, we urge that property owners beyond a 200 ft. radius be notified of proposed zone changes. Although state law requires notification of property owners within a 200 ft. radius, this is only a minimum requirement. We feel that property owners beyond this radius are also affected by zone changes. The League hopes you will give your serious consideration to these positions and see fit to take prompt and positive actions. The League of Women Voters also presented to the City Commission "A Guide for the Study of Planning and Zoning in Lubbock, Texas". The recommendations of the League of Women Voters was taken under advisement by the City Commission. GUIDE SET IN ON PAGE 542B. 63-22-543-1432 A group of citizens represented by,Bill Gillespie, Attorney, appeared before the City Commission protesting the construction of three and four room apartments as a part of the Urban Renewal Project.
