November 2, 1963 Mr. Jack Strong, Mayor City Council Lubbock, Texas Dear Sir: The members of St. Luke's Methodist Church, located at 44th and Nashville, do hereby request permission to construct off-street parking facilities along 44th Street as indicated on the enclosed print. In a review made by the Building Committee of the church, needs of additional parking facilities became prominate in their minds. The study showed that all on -site parking spaces were being used on Sunday morning with many cars parking along 44th, 45th, Nashville, and Memphis Street as far as one-half block away. Even though the present parking spaces satisfies the city requirements, there was evidence that many more spaces should be provided if possible. In the committee's thinking, the proposed parking would not normally be used except for about three hours Sunday morning and maybe one hour Sunday evening. Presently, the church staff uses the existing parking lots during the week. Forty-fourth Street is not a through Street, and the limited use of the proposed parking space would create little, if any, congestion since minimum traffic uses 44th Street during the time of use of the parking space. Ample space has been allowed at the street intersections to provide maximum visibility for both pedestrian and vehicle traffic. This facility will tend to eliminate on -street parking in the immediate vicinity of church during periods of greatest attendance. We, therefore, respectfully request your approval of this facility which will be paid for entirely by the church. A member of the Building Committee will be available to review this request at your convenience. Very truly yours, Bill Cox -Architect The City Commission considered the request of St. Luke's Methodist Church for angle parking on 44th Street between Louisville and Memphis Avenue. John Hickerson Public Works Department City hall Lubbock, Texas Dear Mr. Hickerson: I have in hand the letter of Mr. Ben F. Weeks, Building Inspection Administrator of the City of Lubbock, addressed to Mr. Lewis Melvin Carson at 119 North College Avenue, in regard to the correction of exit requirements set out in Ordinance No. 4160 and the conflicting Building Code, Chapter 33, Section 3304. . It is my understanding that Mr. Carson has appeared before the City Commission heretofore, and his complaint was denied. Therefore, we would like to make a reappearance before said City Commission on the date of November 14, 1963, their next meeting. The re -hearing, we feel, is necessitated because of the serious injuries which might result in the Ordinance conflicting with the Building Code, and also to present more and extended evidence in regard to the cause of Mr. Carson. Would you, therefore, please set an appropriate time at which we might be heard before the said City Commission to determine this matter.
