JIM KIMMEL, Lawyer September 13, 1963 City Commissioners P. 0. Box 2000 Lubbock, Texas Attention: Mr. Ben Weeks Re: Lot 7, Block 2 of the Clutter Addition to the City of Lubbock, Lubbock County, Texas - Address,. 914 East 34th Street,,Lubbock, Texas Gentlemen: Plains Properties, Inc., the owner of the above described premises acting by and through Jim Kimmel and Amos Harper, its President and Secretary, respectively, apply for the right to appear before your Commission for the purpose of requesting a sidewalk waiver in front of the property above described. It is planned to hot -top the lot around the building and connect the hot -top through the drives with the paving. The hot -top in front of the building will reach to the curb of the street. Thank you for your consideration in this matter. Very truly yours, Plains Properties, Inc. JIM KIMMEL, President AMOS HARPER, Secretary The City Commission considered the request of Mr. Jim Kimmel for waiver of the sidewalk requirements at 914 East 34th Street (Lot 7, Block 2, Clutter Addition). Motion was made by Commissioner McLarty, seconded by Commissioner Alderson, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay, to GRANT this request for waiver of the sidewalk requirement. Hon. Mayor and City Commissioners Lubbock, Texas Gentlemen: HOWARD E. WHEELOCK September 15, 1963 Attention: Mr. Ben Weeks I respectfully request that I be given permission to omit placing a sidewalk along the south side of the southwest one-fourth block, bounded on the west by avenue "A" and on the south by 35th street. There is practically no pedestrian traffic involved and since it is my intention to hard -surface the entire one-fourth block, it seems that it would eliminate the necessity of a sidewalk. The property involved lies directly across the street, east of the present Longhorn Cafe. It is my 436 SEP 26 1963 intention to build a new, larger and more modern Longhorn Cafe on the quarter block in question. The present building would be used for other purposes. Your favorable consideration will or would be very much appreciated. Respectfully, E. B. Wheelock (owner) 3412 Avenue "A" Mr. E. B. Wheelock appeared before the City Commission requesting waiver of the sidewalk requirements at the southeast corner of 35th Street and Avenue A. Mr. Wheelock stated that he wants waiver of the sidewalk requirement on the 35th Street side only. After consideration of this request motion was made by Commissioner McLarty, seconded by Commissioner Simpson, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty-voting Yea, none voting Nay, to GRANT this request for the waiver of the sidewalk requirements on the 35th Street side only. 63-22-436-1173 The City Commission considered the request of Mr. Sam H. Allred for waiver of the sidewalk requirements at the Southeast corner of Fordham and Avenue Q, North Drive (Lots 3, 4, & 5, Block 21, Country Club Addition.). Motion was made by Commissioner O'Mara, seconded by Commissioner McLarty, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay, to GRANT this request for waiver of the sidewalk requirements. City of Lubbock City Hall Lubbock, Texas PARKHILL, SMITH & COOPER Lubbock, Texas September 19, 1963 Pitstick, City Manager Dear Mr. Pitstick: Re: Lubbock Water Treatment On August 29 Mr. V. 0. Grantham, of the Bureau of Reclamation office, informed us that the conduit system, which is to transport the Canadian River water from the regulating reservoir, to be loc ted north of Lubbock, to Lubbock and the six southern cities, would be designed as a pressure system instead of a gravity system as previously indicated. A modulating valve would be located at each point of delivery, the opening and closing of which would be controlled by the water level of the receiving reservoir, Mr. Grantham indicated it had not been determined whether the modulating valve would be of the full open/full closed type or of the controlled position type valve. This detail would be determined in the final design. Since the design contained in the "Report of Proposed Water Treatment Plant" dated April 1963, prepared by this firm, was based on a gravity system, we thought it was necessary to review the design, with particular attention to the hydraulic design, on the new conditions as set out by Mr. Grantham. Under these new conditions and with the cooperation of the Bureau in their design of the conduit system, we are of the opinion that the operation and control of the water treatment plant and conduit system could be simplified, as well as be more efficient. We are also of the opinion that this simplification and improvement of efficiency of the treatment plant could be accomplished at less cost than presented in the report. As mentioned above, the cooperation of the Bureau would be required in that the design we now propose would require a larger conduit from the regulating reservoir to a point approximately 2,300 feet south of the Southwest takeoff point (the conduit to Levelland and Brownfield). By increasing the conduit from 54-inches in diameter to 66-inches in diameter, the hydraulic grade line in the conduit system at the entrance to the water treatment plant could be maintained at elevation 3267.0 at a maximum Q of 85 cfs (55 mgd) with the water level in the gegulating reservoir being main- tained at 3270.0 or above. Allowing for entrance losses to the plant, the water level in the mixing basin would be set at 3264.0, which elevation would also allow complete drainage of the regulating reservoir, but at a reduced rate whenever the water level is below 3270.0. This conduit design would also allow gravity flow from the clear well, negating the need for the low service booster pumps included in the original concept. By increasing the conduit size it would be possible to maintain a flow of 55 mgg the design Q, away from the plant with the elevation in the clear well at 3246.0 or above. Allowing for meter loss, the hydraulic gradient at the point where treated water re-entered the conduit system would be at a minimum elevation of 3245.0. Analysis of the plant flow conditions during a rapid increase in downstream demand or during a rapid decrease in downstream demand revealed that a 5 million gallon clear wall is sufficient for these changing conditions. Of course, this does not provide storage for emergencies such as forced plant shutdown, which was not contemplated in the original design, but does allow sufficient time to notify the six southern cities of the emergency in order that they might switch to local supply. The control of and the maintaining of the hydraulic gradient in the conduit system on the _ downstream side of the plant would be greatly simplified in that the water level in the clear well could be maintained at the required elevations by visual observation of an indicating water level instrument and manually setting the flow through the plant to keep the water level at the desired elevation. This would eliminate the need of the four variable speed pumps contemplated in the original design. The proposed location for the water treatment plant would be on the west side of Guava Avenue on Municipal Airport property in lieu of the location shown in the report. It would be necessary to take advantage of the higher ground elevation on the Airport property. The cost of the Pump Building, Item 5 on page 5-2 of the report, and the Clear Well, Item 6, could be reduced by approximately $328,580 including contingencies and engineering. Since this plan would require that the size of the CRMWA conduit be increased from 54-inch pipe to 66-inch pipe for approximately 13,400-feet, we would assume that the City of Lubbock would be required to '-' pay the extra cost of increasing the conduit size. We estimate this extra cost would be $120,600, leaving a net savings of $207,980. We recommend that the City of Lubbock request that the Bureau of Reclamation study the plan presented herein as to its feasibility and compatability with their design of the conduit system to Lubbock and the six southern cities and to prepare an estimate of additional cost to the City of Lubbock, if the plan is found feasible. In order that we might take advantage of all the time available, to meet the work schedule required to have the treatment plant completed by the Spring of 1967 and since the Bureau of Reclamation is in the final design stage of the conduit system south of Lubbock which requires considerable coordination, we request that we be given authority to proceed with the final plans i and specifications for the water treatment plant. I Tf there are anv auestions in retard to the matter nresented herein. we will be glad to discuss 138 SEP 26 1963 t:hem with you and members of your staff at your convenience. This pipe line was constructed under right-of-way easements which were acquired for the purpose of laying this line. We are informed that the City of Lubbock is preparing to widen Quirt Avenue so as to completely cover Pioneer Natural Gas Company's 10-inch pipe line from a point beginning at approximately 8th Street south to Idalou Road, a total distance being 2,730 feet. The City has acquired additional right-of- way necessary to widen Quirt Avenue. Pioneer's easements are presently valid and the City's acquisition of additional right-of-way along Quirt Avenue is subject to Pioneer's rights under said easements. The widening of Quirt Avenue makes it necessary for major adjustments to be made to Pioneer Natural Gas Company's 10-inch pipe line along the entire 2,730 feet of pipe line. Upon reaching a satisfactory agreement with the City of Lubbock, Pioneer Natural Gas Company will take steps to clear the right-of-way for the City and adjust its pipe line facilities accordingly. We feel that a proper method for determining damages which are due Pioneer Natural Gas Company would be the cost of lowering the line in place, taking the minimum precautions necessary to keep the pipe line in a safe condition. We have obtained a bid from 'emphill Contracting Company, a local contractor doing business in Lubbock and surrounding area, to lower the entire 2,730 feet to a position of safety beneath the portion of Quirt Avenue which would cover it. RECOMMENDATION The Advisory Board to Lubbock Power and Light has been Pleased to work with the City Cosy issiol in securing the approval of the voters for the ussuance of bonds. We would like to express our particular appreciation for the forthright stand which the Mayor and each of the City Commissioners took with regard to the bond issue for the expansion of our Municipal Power and Light System. We believe, as you do, that this is a mandate from the people that Lubbock Power and Light be kept competitive. We have a recommendation to make which comes after weeks of study by a sub -committee of the Advisory Board, composed of Joe Stanley, Roy K. Furr, Jr., and J. E. Hancock, and staff members of Lubbock Power and Light. Their first suggestion is that an engineering firm for power station design be appointed to plan the expansion program which should begin immediately. After many hours were spent in considering the qualifications of some of the top engineering firms in the nation, and after checking power projects accomplished by their firms and interviewing their key personnel, the Engineering Sub -Committee and the Advisory Board unanimously recommended the appointment of Brown & Root of Houston, and we would sincerely appreciate your approval of our recommendation by negotiating a contract for their engineering services. The members of the Advisory Board and all the consulting engineers who were interviewed are agreed that immediate steps must be taken to expand the facilities of the electric plant and that bids should be called for as soon as possible for both the gas turbine and the steam turbine so that contracts for the equipment may be made within the next 30 days. It is respectfully requested that you consider taking action today on the following: 1. To approve the selection of the engineering firm. 2. To call for bids for both the gas and steam turbines. 63-22-441-1188 Motion by Commissioner O'Mara, seconded by Commissioner Alderson, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simp on and McLarty voting Yea, none voting Nay, 6o authorize payment in the amount of 50% of the/M cost for the Urban Transportation Program in accordance with Resolution of this date accepting the State Highway Department's Minute Order No. .53298.
