Honorable Jack Strong, Mayor City mall Lubbock, Texas Honorable Mayor: Lubbock, Texas July 25, 1963 As chairman of the steering committee of the Workreation Project, I bring you the following report: Mr. C.L. Storrs has spent one week in Tyler, Texas gathering information, becoming better acquainted with and studying the Workreation Program. After a conscientious and careful study of this information and Mr. Storrs experience in Tyle we are fully convinced of the worth of Workreation to our city. The outstanding factors that led to our convictions were the rapid and continnots growth of the program in Tyler, and the encouraging results of an evaluation of Workreation prepared by Dr. George Donaldson of Tyler. In 1960, 100 boys participated in Workreation; in 1961, 120 boys; in 1962,306 boys and girl and in 1963, 310 boys and girls. The sources of the data assembled by Dr. Donaldson were as follows: 1. Interviews with three high school principals and one junior high school principal. 2. An interview with the County Juvenile Officer. 3. Interviews with the four major employers of youth in 1962. 4. Interviews with a random sampling of parents whose youth were employed by Workreation, ] A typical reaction of these varied sources was, "It is a wonderful thing for our youth" School principals generally agreed with the statement of one of their number, "It is the bee summer program for high school students that I have ever seen." Their specific reactions may be summarized as follows: 1. That it helped a number of students to stay in school. 2. That the general attitude of the youngsters improved. 3. That, in many instances, the mixing of social -economic groups in the work crews resultec better social attitudes. 4. That the work habits of youth improved. 5. That youth learned the specific steps involved in getting a job. 6. That the involvement of girls in the program in 1962 was a great forward step. 7. That the size and scope of the program should be increased. 8. That continued improvement in supervision will reduce minor faults in the program. The County Juvenile Officer stated that he found only two faults with the program: "It is not big enough." and "We need to extend the age range downward." Records from the juvenile Office indicate a steady decrease in juvenile crimes during the summer since the Workreation program began in 1960. During 1959 there were a total of 117 juvenile crimes, in 1960, 101; in 1961, 82; and in 191 48. In the same vein, a summary of automobile accidents reported indicated a general decrease among the 13-18 year group for the years involved. In summary, Workreation, Inc. in Tyler has successfully completed three years of a projected five year experimental period. Enthusiastic reception by all concerned is evident. Suggestions for improvement from all sources are positive in nature, most indicating a desire for more of the same. Juvenile crime and automobile accident rates have shown a decrease during the periods involved. Workreation can legitimately claim a share of the credit. And a work -oriented attitude in the community has been one of the important side -effects of Workreation. The Steering Committee of our Workreation Project, with utmost confidence submits to you fF your approval the final plans for the establishment of a Workreation program in our city of Lubbo We recommend that Mr. C.L. Storrs be hired immediately as director of Workreation Inc. His salary to be paid by the city at the rate of $400.00 a month for the months of May, June, July an August; and $100.00 a month for the rest of the year, a total of $2400.00 a year. And that he be placed under the supervision of the Parks and Recreation Department. That Parks and Recreation furnish all the necessary facilities, such as office space, equipment, materials etc. and make arrangements to meet the administrative expense of Workreation That a charter be obtained from the state granting Lubbock Workreation Inc. the right to operate as a non-profit employment organization specializing in seasonal or non -regular type work The Board of Directors will set the policies and determine the extent and scope of the prog based upon the need for and the available community facilities. The Director will be directly responsible to the head of Parks and Recreation and both in turn will be responsible to the Board of Directors. Between now and April 1st the immediate duties of the Director will be: 1. Public relations and promotional work throughout the community and in particular among the bu and civic organizations, industry and every conceivable group or organization interested in Workreation. 2. That of encouraging civic groups, industry and individuals to sponsor as many youths as possi by paying half of their salary while employed by a city department. 3. That of securing and lining up jobs in advance for the program. Then During April the Junior and Senior High Schools will assemble the youth who finished the 9th grade and have not finished high school, and inform them of Workreation and make Applications available to them. First week in June, Texas Employment Commission is contacted to send workreation applicants Workreation interviews and hires them at a pay scale of 75 cents an hour for a period of six week four hours per day. Each youth will earn a total of $90.00 during a full six weeks period. Supervision of the employees will be under the city department or firms employing them. Should an employee prove unsatisfactory he will be dismissed by Workreation Inc. All work performed is on a contract basis between Workreation and the city or firm. Workre will bill the city and the firms employing the youth at the end of the pay period. The city will be billed for 371/2 cents an hour and all other employers will be billed at 80 cents per hour. During the work period a series of educational programs will be held for the youth. They a required to attend these sessions. They will cover such topics as: sacredness of work, safety o a_ . .. . .. — l — 1 — - - "" ! _ . — - .3 - — -- - - - i Cr — — — — — 338E - JUL 2 5 1963 Jobs which would be solicited for Workreation will not be jobs that are currently being held by bread winners. A job performance record will be made on each worker for her or his use as a reference. Sincerely, Jorge Moreno, Chairman Steering Committee RECERTIFICATION FORMS SET IN FROM PAGE 339.
