This amount of money would provide an average of $500 an acre to purchase all the lakes with- in the city. The committee feels that this is not a sufficient amount to complete the purchase but that it is sufficient to acquire the lakes that will be within the area of development for the next ten years. It is also the recommendation of the committee that the price to be paid for the lakes be determined by the value of the adja- cent land and then adjusted according to the depth of the land below the estimated high water eleva- tion. The committee feels that this proposal is most urgently needed and should have priority over other projects in the proposed bond issue since the value of this land is increasing. 2. That certain storm sewers are needed within the City of Lubbock and that funds should be provided for these facilities in the following order of priority: a. 1963 through 1966 - Storm sewer funds in the amount of $250,000 to cover projects on which the city is already obligated in connection with construction of State highways. 1UL 11 ms PLAT SET IN FROM VPAGE`323_.._- ITEM NO 63-22-323-865. Clifton City Manager Lubbock, Texas Dear Sir: In behalf of my request for a franchise I would like to state my reason for asking you permission for this opportunity. First there is such a vast majority of negroes here in Lubbock that I would think that there should be a cab here to render service. Such as it is at the present time, there is no negro cabs in the city and for such a large city I think that there is an opportunity and a place for the negro to advance in the field of self supported transit lines. I want to thank you for your time and patience with me in this matter and hope that my request be answered in the near future. Sincerely B. D. Thomas Mr. Thomas stated he wished to serve the entire City of Lubbock with taxi service. Mr. Alton Abbott of the Yellow Cab Company and City Cab Company and Mr. Hunter Bryant of Checker Cab and Bryant's Taxi appeared. The Mayor stated to Mr. Thomas that further consideration of his request would be given by the City Commission when he furnished the City Commission with proof that he is able to purchase the taxi-citbs an4 carry the required insurance on the same. Also that there is a need for additional taxi -cab service. 53-22-323-867 Motion by Commissioner O'Mara, seconded by Commissioner McLarty; motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay, to approve and accept the award of the special commissioners on the following four parcels of land on East 50th Street. Senter, Jr., City Attorney 63-22-324-870 Mr. Clifford Brown, Attorney, appeared before the City Commission on behalf of the property owners on 34th Street and on Avenue A in the vicinity of the intersection of these two streets and requested that the interested property owners be granted a rehearing in opposition of the approval of the medians now constructed and to be constructed by the Highway Department in the vicinity of Avenue A and 34th Street intersection. Commissioner McLarty moved that a rehearing on this subject be conducted at 2:30 p.m.. This motion was seconded by Commissioner Simpson and the motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay. Whereupon, at 2:30 o'clock p.m. on July 11, 1963, Mr. Brown and approximately 35 persons appeared before the City Commission, and Commissioner Simpson moved that the City Commission's Rules be suspended to allow a rehearing, limited for.the purpose of determining whether or not the approval by the City Commission of the plans and specifications of the State Highway Department providing for medians located at the intersection of Avenue A and 34th Street and in this vicinity should be reconsidered. This motion was seconded by Commissioner McLarty, and the motion was carried by Mayor Strong and Commissioners Alderson, O'Mara, Simpson, and McLarty voting Yea, none voting Nay. Mr. Clifford Brown proceeded then with argument and.evidence in opposition to the approval of the medians now constructed on these two streets and to be constructed according to plans and specifications of the State Highway Department. Also speaking at the hearing were Earl Ince, Sr., Gene Anderson on behalf of Armstrong Transfer and Storage Company, W. D. Wilkins of W. D. Wilkins Company, E.B. Wheelock of Longhorn Cafe, and a representative of International Harvester Company. During the -- argument in opposition to the approved medians at this location, representation was made to the City Commission that in the event the City Commission should determine that the medians now constructed should be eliminated, the cost of elimination of the medians would be at the expense of the interested owners. After consideration of the evidence and the argument as presented, Commissioner McLarty moved that the medians now in place be removed at the expense of the land owners and that the additional medians shown on the plans and specifications of the State Highway Department be eliminated. There was no second to this motion and the motion was declared dead by Mayor Strong for lack of a second. Whereupon, it was then moved by Commissioner Alderson that the plans and specifications not be altered in view of the City having made prior committment to the State Highway Department as to this construction. There was no second to this motion and it was declared by the Mayor that the motion died for want of a second. It was then moved by Commissioner Simpson and seconded by Commissioner McLarty that the medians on 34th Street East of Avenue A be removed to a point East, beginning at the curve in 34th Street and that the medians be removed at no expense to the owners of fU.., ..rr.r. +w .A4..__+- ♦..
