Lubbock, Texas February 25, 1963 Honorable Jack Strong, Mayor City Hall Lubbock, Texas Honorable Mayor: In accordance with the purpose expressed by you in the formation of Lubbock City Youth Council, we wish to recommend a program that we feel will help the youth of Lubbock to become good citizens. This program calls for the creation of an agency that could be known as Lubbock Wordreation, Inc., which would serve as an employment agency to sub -contract work from various businesses or individuals within the city and use 14, 15 and 16 year old -youths of the city to do this work. It is proposed that the youths be compensated for their work at the nominal rate of 50 cents an hour and that the employers be charged at the rate of 55 cents an hour with the 5 cents to take care of the overhead of Lubbock Workreation, Inc. The details of such an organization are indicated on the attached outline. We know that there are jobs that can be found through the creation of a youth employment organization that will not be handicapped by some of the wage and hour laws. We trust that you and the City Commission will see fit to endorse this program by appointing the Board of Directors to proceed with this project and to provide additional opportunities for work which can be contracted to Lubbock Workreation, Inc. Sincerely, Jorge Moreno, Chairman Steering Committee PROPOSED PLAN FOR A WORKREATION PROGRAM IN LUBBOCK set in on page 92A.
