72-31-502-1235 Representatives of the NAACP and the Concerned Citizens of East Lubbock appeared before the City
(9) Council to discuss the proposed composting plant being located in Southeast Lubbock. Mr. Harold
Chatman, Rev, Davis, Roy Anderson, and Tom Burtis appeared in regard to the matter. Rev. Davis
presented the following petition containing approximately 566 names: 01
TO: The Honorable Mayor of the City of Lubbock November 1972-- -
Members of the City Council for the City of Lubbock
We the undersigned citizens of Southeast Lubbock, wish to voice our opposition to the proposed
building and placing of a garbage "Compost Plant" in the proposed site as recommended by the
Lubbock -City Council, specifically, adjacent to and/or near the now existing sewage disposal
treatment plant located in Southeast,Lubbock.
_ r
It is our feeling that the proposed plant would -constitute a nuisance and a hazard to health, in
that gaseous odors would prevail and pollute the air; trucks and other vehicles traveling to and
from the proposed plant would create a hazard for children walking to and from school, as well as
a driving hazard; further, that those trucks previously referred to, would be a source of -metal
scraps, bits of broken glass and paper in the streets. A condition that existed before the pre-
vious or old dump ground in Southeast Lubbock was closed.
We the following citizens register this complaint in good faith, in the belief that the responsible
"City Fathers" will hear and act accordingly, eliminating further dialogue or litigation.
Sam Wahl, Director of Public'Works, appeared before the City Council and stated that the composting
plant would utilize the sludge from the water reclamation plant and would of necessity have to be
near this plant.
The City Council stated -that the company who is dealing with the City of Lubbock has stated that
there will be no odor from this plant and the contract between the City and this Company so states.
The request of the citizens was taken under advisement.
