Honorable Mayor & City Council
City of Lubbock
Lubbock, Texas
Gentlemen:
For the past several weeks the Electric Utility Board has had under consideration the pro-
posed Gas Contract from Pioneer Natural Gas Company for gas to the City of Lubbock in 1974.
The Board deems it necessary to report on the status of negotiations with Pioneer Natural Gas
Company.
The gas contract of January 1, 1960, as amended October 6, 1966, and letter agreement of
November 19, 1970, will expire on December 31; 1973. Consequently, an agreement must be made
for gas after that date as it has been in the past. However, this year Pioneer Natural has pro-
posed a new contract which differs from the existing contracts and agreements in the matters
o£,s.ervice and price. Because of these significant.differences in contract form and in particu-
lar Article II (service interruption clauses) and Article VIII (price.esculator clause), the
Electric Utility Board advises that the proposed gas contract in -its present form is unacceptable
and is not in the best interests of the City of Lubbock.
Due to the fact that Pioneer Natural Gas Company is the only gas supplier available and
their terms of sale could seriously jeopardize the funds of the City of Lubbock, your advice
and guidance is requested in the pursuance of this matter.
Sincerely,
Is/ Otha Key, Chairman
Electric Utility Board
The City Council considered the above recommendation of the City's Electric Utility Board in
regard to an increase in gas rates. Mr. Otha Key, Chairman of the Electric Utility Board
appeared and presented the recommendation. After consideration of all information presented,
it was unanimously agreed by the City Council to request the Electric Utility Board to negotiate
further with Pioneer Natural Gas Company on the contract for purchase of gas.

soil and building materials in connection with the construction of the Central Library in the
Memorial Civic Center. This being a professional service.

(32) Turner and Councilmen Hollingsworth, Baker and Campbell voting Yea, Councilwoman Jordan voting
Nay, to pass Ordinance No. 6425 on first reading.

REGULAR MEETING
JULY 10, 1972
RESOLUTION ON THE COUNTY'S PLEDGE TO CITY COUNTY CENTRAL LIBRARY CONSTRUCTION APPROVED
HERETOFORE, on July 6, 1972, at a joint meeting of the City Council and the County Commis-
sioners' Court the following commitment was made by the Commissioners Court, pledging funds to
the construction of the Central Library. This pledge was -predicated on a memo from the City of
Lubbock under date of June 29, 1972.
On motion by Alton Brazell, seconded by Max Arrants, the County pledged the payment of an
amount of not to exceed $75,000.00. In the event that the matching basis requirement is less
than the $75,000.00 for each City and the County, the County pledges its pro-rata 50-50 share
of such less figure, and in no event to exceed $75,000.00
The timing of the County payment is based upon the finishing of the building, and the
County'-s payment is to be considered due and payable when the final payment is due to be made
to the -Contractor constructing the Central Library.
Motion was made by Councilwoman Jordan, seconded by Councilman Baker, motion carried, Mayor
Turner and Councilmen Hollingsworth, Jordan, Baker and Campbell voting Yea, none voting Nay, to
accept the offer of Lubbock County as set out in the above Resolution, for the City to match
the County, dollar for dollar up to a maximum of $75,F000 each to be applied toward the construc-
tion and furnishing of the new central City -County Library in the Memorial Civic Center area.
These matching contributions are to finance the projected over -run on construction bids occasioned
by enlargement of basement and ground floor spaces.
