Gary Riley, members of the Human Relations Commission appeared before the City Council to request a full time secretary be employed immediately. This item was taken under advisement. TO: Bill McAllister, Chairman SUBJECT: Budget Request It is the recommendation of the committee that a budget request be made for the purchase and installation of a Tartan Type Surface for a permanent basketball playing area in the Lubbock Municipal Coliseum, The City's Portable Floor, which is now in use, -was purchased for 25 thousand dollars in late 1955 and has been subjected to constant use since that time. The continual "taking up" and "putting down" of this sectioned floor has taken its toll. To get the floor "ready" for the 1971-1972 season, it required an expenditure of almost two thousand dollars. (A breakdown of the expenditure is attached.) Last year, the Auditorium -Coliseum Board unanimously voted to replace the present floor with a Tartan Surface, only to have that budget request striken from the list of approved budget items by the -City Council. The Texas'Tech Basketball Coach, Gerald Myers, has no objection to the installation of the Tarta playing surface. The present floor is "taken up" and "put down" on an average of a dozen time a year. The cost approximates three thousand dollars. Most of this money is recovered in fees charged tenants. However, some of this cost is borne by the Auditorium -Coliseum budget. The biggest loss is the time it takes to put the floor down and the time it takes to take it up. This varies from three to eight hours per installation, depending on how many men are available to do the work. A Tartan Surface would be in place permanently. It cannot be harmed by rodeos, cigarettes, banquets, dances, and the like. The maintenance factor is practically "zero" as Tartan owners will attest. Last year we received a firm bid from the Haden Company in Dallas for the installation of the surface. The bid was in the amount of 23 thousand dollars. We have not asked for a new bid, or estimate -from Haden, however inflation and other consider- ations have caused a ten percent price hike. This committee moves that the Auditorium -Coliseum Board approve a Budget request in the amount of 26 thousand dollars for the installation of a Tartan Type Basketball Surface in the Lubbock Municipal Coliseum. s/ Bob Nash Mr. Bill McAlister and Mr. Bob Nash, members of the Auditorium -Coliseum Board, appeared before the City Council in regard to the above budget request. Box 291 Lubbock, Texas 79408 June 28, 1972 Gentlemen: The level of earnings on Southwestern Bell Telephone Company's exchange operations at Lubbock, Texas, has deteriorated to a point where corrective action is needed by your Honorable Body. The present rates for basic telephoner service, which were approved by the City Council effective September 27, 1957, are no longer adequate to -offset the rising costs of furnishing the service. We of the Telephone Company are doing everything we can to reduce costs. Despite these efforts, however, the attached statement of operating results for the twelve months ended September 30, 1971, indicates that revenues are insufficient and an adjustment in rates is necessary. We ask, therefore, that you give prompt consideration to this earnings problem and author- ize a new schedule of rates which -will improve the Company's earnings position. Sincerely, /s/ John Whitcomb Honorable Mayor and Members of the City Council of the City of iubbock Lubbock, Texas In accordance with the above letter, Mr. John Whitcomb, Division Manager of Southwestern Bell, appeared before the City Council requesting that their suggested telephone rates be approved by the City Council. This request was taken under advisement. 72-31-298-718 In accordance with the City Council, a preliminary hearing was held for interested citizens to (11} appear in connection with the proposed budget for the fiscal year 1972-73. The following per- sons appeared: Dr. Hal L. Green and Dr. John C. Key appeared and presented a budget request for the City -Count} Health Board. Mr. Hoyt C. Nix, Chairman of the Electrical Inspection Board, appeared and presented the follow- ing request: July 5, 1972 City of Lubbock, Texas Members of the Council Mr, Morris W. Turner, Mayor Ladies and Gentlemen: We, the Electrical Inspection Board wish to request the immediate hiring of one (1) additional electrical inspector of the Electrical Inspection Department. We feel the work load on the present two (2) men now covering the entire city must be relieved in order to better coordinate and expedite the work in their department with the growing pace of building activity in Lubbock. We also feel that in the near future it will be necessary for a secretary in the Electrical Department to issue permits and record inspections and any and all other necessary reports and correspondence this department should have. This is a necessity in order.to have a more efficier department and keep paper work up to date. Very truly, s/ Hoyt C. Nix Chairman Electrical Inspection Board Mrs. Richard Amandes, representing "Friendsof the Library", appeared requesting that after con- struction of the new library in the Civic Center area in downtown Lubbock is completed, the present library building at 2001 196h Street be retained as a branch library, and in any event retained until necessary branch libraries have been constructed. Robert M. Lugo, representing LULAC, appeared requesting this organization be funded. He also requested that a Spanish speaking person be employed by the City as a member of the Mayor's or City Manager's staff. Nolen Swain, President of the Citizens Traffic Commission, appeared requesting that the City Council continue to fund the Citizens Traffic Commission department and keep in employe its Ex- ecutive Secretary. Also present were Lldppeared,reGeorge ues tinelthatatheDr. budwetWforuCitizens'rTraf£ic Kin member of the Youth Commission also a requesting g Commission be continued. 11 Dal DeWees, member of the Lubbock City Youth Commission, appeared and presented the following letter of request signed by Ray L. Hoppens, Chairman of the Lubbock City Youth Commission: July 11, 1972 Mr. McCullough City Manager City Hall Lubbock, Texas Dear Mr. McCullough Please forgive this information arriving to you at such a late date. I am on vacation and Mr. Dal DeWess, member of 'the Lubbock City Youth Commission will represent -the Commission to the budget hearing. First let me take this opportunity -to thank you and all the departments of the city; the Mayor and the City Council for the wonderful cooperation you have shown the Members of the Lubbock City Youth Commission. Without the concern of the City Council and Administration and their interest, we could not have accomplished as much as we have. 11 Our Youth Employment Service for this summer is doing a good service for the majority of the Young People of Lubbock. Thanks to the County Commissioners and Judge Rod Shaw we have our location in the south end of the basement of the County Court House. It is working out just fine and we may be able to locate there again next summer. We were budgeted for $815.00 for 1972 for the Youth Employment Service. Due to a few factors and people such as Judge Shaw who are interested in Lubbock's Young people we did not need that much money this year. For example the printing that was done for us this year (The Y.E.S. bro- chure that went out with the L.P. & L. statements and the booklet "Suggestions for Projects for the Lubbock Youth Commission") was done for us at no charge. Also the job placement Counselors have been furnished to us with no charge by the local office of the Texas Employment Commission. So far, the only cost that I can see for the Youth Employment Service this year will be the telephone bill from about 29 May to-15 August. Here are our main projects that will probably be included in the coming fiscal year that we would like to have considered to be included in the coming budget. The first one will be a City Wide Clean -Up, Fix Up, Paint Up Campaign in September of this year. Our charrman will be Mr. Alfred Miller,; Mr. Raymond Peppers, Advisor. We will plan and work this in cooperation with Mr. Robert Hand, Lubbock Chamber of Commerce. Meetings to make plans for the project have already commenced as far -as we can forsee now -there should be no cost to this project. The next thing that will be coming up will be the Youth Appreciation Week during the school Christmas Holidays this year. (You may find a tenative plan for this in the booklet "Suggested Projects for the Lubbock City Youth Commission). Miss Dora Howard is the chairman for this project. Mr. Roy Roberts is the advisor to her committee. We would like to request a work session with the city administration and City Council in August as soon as possible to go over the the Youth Appreciation Week. The purpose for the Youth Appreciation Week is to honor individuals, young people and adults, who most exemplifies their unselfish efforts to make Lubbock a city that other people will look to for examples where the Communication -Gap between the generations is broken down that encourages the Young People and Adults working together for the betterment of our Communities. The following is our proposed budget for the coming fiscal year: 1. Youth Appreciation Week A. Possible cost of building to hold banquet $500.00 B. Tickets of banquet $200.00 C. Programs, brochures and other matter that may be needed to inhance the project and banquet. $100.00 Total $800.00 2. Youth Employment Service A. Telephone Service $200.00 B. Printing $100.00 Total $300.00 3. Transportation to Statewide and National Youth Conference Meeting if need indicates. (This was not used in 1972) $100.00 Total proposed budget for the Lubbock Youth Commission $1200.00 Thank you for your kind consideration and help. If any more information is needed, I am sure you may gather the same from Captain Bill Cox, Lubbock Juvenile Department, who is our City Representative and/or Mr. Tom Martin, City Public Information Officer, who has been a tremendous help to the Youth Commission. Sincerely yours, r plans for s/ Ray L. "Hoppy" Hoppens, Chairman Lubbock City Youth Commission 60 wo Sellie.Shine, representing the League of Women Voters, appeared requesting that money be pro- vided for operation of the new library when it is moved to the Civic Center area. Mrs. Shine also requested money for the Canyon Lakes and that the Canyon Lakes Project be given top priority Mrs. Richard McGowan, First Vice President of the League of Women Voters, appeared before the City Council and made the following statement. STATEMENT TO THE CITY COUNCIL July 13, 1972 by Mrs. Richard McGowan, lst Vice President League of Women Voters of Lubbock I am Mrs. Richard McGowan, 1st Vice President of the League of Women Voters of Lubbock. The League would like to commend the City Council for giving interested citizens this opportunity to express, their views on the city budget at this time. Past study by the League has led to concern for several items which have a direct relationship to the budget. I would like to speak to three of these items today. 1. As a result of a study of Solid Waste Practices in Lubbock in which we also considered the salaries of sanitation workers, we support higher salaries for these employees. In a statement to the City Council last September, Mrs. Jordan pointed out that 88% of the employees of'this department earn a gross income of $5180 or less. She went on to say, "Our research has revealed that most employees of the department are Mexican -American, that the average family size is seven, and that the poverty level for that size family is $5600 a year." Other studies indicate that waste collection is second only to some activities in the logging industry in being the most hazardous occupation in the nation. The injury rate is nearly 900% greater than average of all U.S. industry. 2. The League is aware of the work done by the Air Pollution section of the Health Depart- ment, particularly in stopping open burning and in bringing about compliance with state and federal standards through the cooperation of operators of potential sources of air pollution. We would encourage the City Council to continue its share in funding this division. 3. For several years the League has supported improved library service and expansion of library facilities. We urge the Council at this time to include funds in the budget to see that the new library is adequately staffed and equipped. We recognize the need for making books and other library materials conveniently available to people throughout the city and at times when they are free to go to the library. We hope that provision will be made also for branch libraries. These might include the present 19th Street library or locations in other parts of the City. Thank you for this opportunity to appear to express some of the concerns of the Lubbock League. The following petition containing approximately 41 names was presented to the City Council in connection with the Building and Plumbing Codes: WE, the undersigned, residents of the City of Lubbock, County of Lubbock, Texas, hereby Petition the City Council of the City of Lubbock, Texas, to study the possiblity, feasibility and advisability of creating additional positions to be held by additional inspectors to insure that the building and plumbing codes of the City of Lubbock are complied with. The undersigned persons feel that due to size and growth of the City of Lubbock, Texas, such action is necessary. Mr. Glenn Shipman also appeared in regard to the Building and Plumbing Codes. Frank Keller, member of the Police Department, appeared in regard to retirement program of the City Police Department. He requested that additional benefits be provided for police as well as salary increases. Gene Gaines, representing NAACP, appeared requesting that an effort be made by the City to em- ploye block men in the Lubbock Fire Department. Mr. Gaines requested that an equal number of the three races, black, white, and chicano be employed as firemen. Mr. Maurice Richard also appeared in this regard. Robert Mendes, representing the sanitation workers, requested a 15% across the board pay hike for city employees, citing a 24% increase in the cost of living over a 4 year period as his reason for the request. The following persons appeared requesting that the City bus service be continued: James H.
