Hal Green, M.L.

Lubbock, Texas
Dear Dr. Green:
I would like to bring to your attention the local problem of gamma globulin availability to
people who have been exposed to infectious hepatitis and declare that they are not able to afford
gamma globulin on a private basis.
Presently in the city, and for the past two years, to my knowledge there have been several cases
of infectious hepatitis reported. Mapy of these being in the school system and several people
exposed to the extent that I feel that it e.would be medically indicated to give them gamma
globulin for adequate protection. These people have contacted private doctors and stated that they
could not afford to pay for gamma globulin and may have been referred to the City -County Urit,
Well Baby Clinic, and other agencies.
In a recent discussion with the director of the City Health Unit it was brought to my attention
that they have no gamma globulin available for this type of patient and have no funds available
for the purchase of gamma globulin in the event of only sporadic cases. However, it was pointed
out that in case of an epidemic, then gamma globulin could be made available through the Red
Cross. Although the few sporadic cases that we have had, have not been enought to justify delcaring
an epidemic in obtaining this serum.
Some of the patients were referred to Well Baby Clinic and the gamma globulin has been obtained by
private donations and through funds of the Well Baby Clinic. The Well Baby Clinic does not
have this type of program as their primary objective nor do we have adequate funding to purchase
the gamma globulin on a private basis nor through the Red Cross. We do have personnel who are
adequately trained and would be happy to administer the gamma globulin if it could be made
available to the Clinic on a no cost basis. We will be happy to cooperate with the City -County
Health Unit in any way possible. The estimated amount of gamma globulin dispensed by the Well
Baby Clinic during the past year was approximately 300 cc. I would like to request that your
Board of Directors consider this matter for any possible acition that they may feel is
necessary to alleviate this need.
If there is anything that I can do to help you in this matter please feel free to call on me at
any time.
Sincerely,
/s/ J. M. Rankin, M.D.

for use in the City -County Health Department. Dr. David M. Cowgill also appeared in this regard.

by Councilman Turner, motion carried, Mayor Granberry and Councilmen Hollingsworth, Baker and

action subject to approval by the County Commissioners Court. The purchase of gamma globulin
for use by the City -County Health Department to be included in the 1972-73 Budget.
