E63-22-55-186 DUNLAP'S
February 11, 1963—
Hon. H. P. Clifton,
City Manager
City of Lubbock,
Lubbock, Texas
Dear Mr. Clifton,
About 18 months ago, the Downtown Merchants Association requested of the City Commission that
Saturday afternoon be designated a Parking Meter Holiday. This request was granted.
As you probably could predict at that time, we were mistaken in thinking this meter holiday would
solve any problems. Our experience has shown that it only created new problems. Instead of
making it easier for customers to shop downtown on Saturday afternoon, it only covered the meters
with all day parkers, so that shoppers coming to town were unable to find a vacant meter.
This subject was discussed in a general meeting of the Downtown Merchants Association on January 25,
and those present voted unanimously to ask that this Meter Holiday be discontinued.
Therefore we now make this formal request that the meters be read and tickets issued all day
Saturday, as on any other day.
We recognize that even if the City Commission grants our request, some delay will be necessary so
that the public may be informed before the change is made.
We also request that a study be made of the feasibility and desirability of consistent and
permanent enforcement of Sec. 18-105, governing, maximum parking time permitted on parking meters.
We think it probable that downtown workers parking all day on parking meters and "feeding" the
meters may be reducing accessability to parking space available to the general public, and defeating
the purpose of the parking meters to distribute parking space.
We recognize and appreciate the fine cooperation the city administration has given us, and assure
you of our best efforts to build a greater city.
Arthur B. Watkins, President, Downtown Lubbock, Inc.
After consideration of all"the facts as set out in the above letter from Downtown Lubbock Inc.,
motion was made by Commissioner O'Mara, seconded by Commissioner McLarty, motion carried, Mayor
Strong and Commissioners O'Mara, Alderson, and-McLarty voting Yea, none voting Nay, to authorize
the parking meters holiday, heretofore, authorized for each Saturday afternoon, be hereby cancelled
and the Parking Meter Ordinance be enforced all day Saturday in Downtown Lubbock. Commissioner
