The City Council of the City of Lubbock,Texas met in special session on the 18th of April,2019,at
the J.T. & Margaret Talkington Center for Excellence at Parkway,405 North Martin Luther King
Boulevard,Lubbock,Texas at 7.30 a.m.

Present: Mayor Daniel M. Pope; Council Member Latrelle Joy;-Council Member Steve
Massengale; Council Member Shelia Patterson Harris; City Attorney Chad Weaver;
Deputy City Manager Bill Howerton; Deputy City Secretary Courtney Paz
Absent: Mayor Pro Tern Jeff Griffith; Council Member Juan A. Chadis; Council Member
Randy Christian
Note: City Council addressed agenda items in the following order:

1. Regular Agenda
1. 1. A discussion concerning the Lubbock economy, employment, core services, including but not
limited to utilities,water, wastewater, development and redevelopment, public safety, crime, streets
and transportation,community services, facilities, infrastructure, parks and recreation, and other
modes of delivery of governmental services; budgetary matters,and the operations,
communications, programs, and personnel of the City of Lubbock.No action will be taken by the
Lubbock City Council.
Mayor Daniel M. Pope gave opening remarks and introduced Dela Esqueda, Executive Director of
the J.T. &Margaret Talkington Center for Excellence at Parkway.
Ms. Esqueda gave comments and an overview of the Center.
Mayor Pope; Council Member Steve Massengale; Bill Howerton, Deputy City Manager; Council
Member Shelia Patterson Harris; Molly Ballesteros, Water Education Coordinator; and Theresa
West,with TAV Health,engaged in a Questions&Answers (Q&A)session with the citizens of
Lubbock.
Mayor Pope and Ms. Esqueda gave closing remarks.

There being no further business to come before Council, the meeting was ad.jOUrned.
