ORDINANCE NO. 1040 (CAPTION INSERTED ON OPPOSITE PAGE NO. 504 B) • Sep? ?ri :... :_re Io. SOUTHWESTERN BELL TELEPHONE COMPANY 1520- 13th Street Lubbock, Texas C.H. Cale, Manager November 22, 1950 Telephone 7481 To the Honorable City Commission of the City of Lubbock Lubbock, Texas Gentlemen: For the first time in 10 years the Southwestern Bell Telephone Company, hereby makes application for an adjustment in the rates charged for local telephone service in its Lubbock exchange. In 1940 Lubbock had a comparatively simple telephone system interconnecting 7,673 telephones in an area of only 8 square miles. Today, Lubbock has a compleA telephone system interconnecting over 24,900 telephones throughout an area of over 18 square miles. Much dC Lubbock's unusual growth has come in the past 10 years. Since 1940, company estimates show t population rain of 125%. The impetus which World War II started has carried this city forward at a rapid pace that will continue. The Telephone Company believes, based upon careful business calculations, that Lubbock will have 60% more telephones by the end of 1952 than it had on January 1 of this year. The Company wants to expand the telephone system here to meet the present and future communication needs of Lubbock. It stands ready to carry out such a program as quickly as possible when a solution is found to its earnings problem. Postwar growth has meant adding large amounts of new telephone plait at postwar construction costs. This factor, plus much higher operating expenses, has caused a serious problem for the Telephone Company in Lubbock. Here is what is happening to the telephone system in Lubbock: 1. In four and one-half postwar years -- 1946 through June 30, 1950 -- the Company had to spend more than $1,800,000 for net additions to its Lubbock exchange plant. During the first 8 months of this year, the Company spend $528,000 to expand the telephone system in Lubbock. 2. Costs of buildings, poles, equipment, and all the materials used to expand the telephone system are at high post war levels. 3. Postwar construction costs are forcing the local investment per telephone higher with each new connection made. At the end of 1949 the average investment per telephone was $119. New tele- phones going in to meet Lubbock's requirements through 1952 are being added at an average cost of $278. As the investment per telephone goes higher and higher, the cost of furnishing telephone service will likewise increase: 1. Maintenance materials, printing, stationery, service of all kinds used to furnish telephone service have risen sharply. 2. Wages, salaries, and associated expenses which in the telephone business represents more than half of the operating expenses are far greater than they were ten years ago. The Company's total payroll in Lubbock now exceeds $660,000. While the Company's investment per telephone has gone up and will continue to do so, local revenues per telephone tied to 1940 rates remain at approximately the same leve. As a result, earnings of the Company of Lubbock have dropped to 3.49% on the fair value of its property, and going lower with rates at prewar levels as new telephones are added at post war costs. These financial results are beinb realized while the Lubbock plant is operating at near maximum capacity with several thousand families waiting for service. It comes at a time when the earn- ings of most businesses are high.enough to permit them to accumulate surpluses for future needs. The telephone company believes in the future of Lubbock. It seen. $1,800900 On net additions to its exbhange plant here in the four and one-half postwar years in an effort to keep pace with the ciiy's growth. It has made complete plans for Lubbock's growing telephone needs in the future. Lubbock needs a telephone system that willserve 60% more telephone users by the end of 1952 - - one that will make it possible for every family and every business to get the kind of telephone service it wants when and where it wants it. The construction program needed in Lubbock willrequire the Company to spend in excess of $3,5000000 for net additions to its Lubbock exchange plant. The projects needed included: 1. Construct a new telephone building. 2. For equipment in central offices to serve .1.,000 more Lubbock telephones. 3. For cables containing hundreds of thousands of miles of wire to connect new telephones and make one and two-party lines available for Lubbock families who have requested higher grades of service. 4. For poles, telephone instruments, and all the other equipment needed to interconnect telephones in one of the nation's fastest growing large cities. With present rate of return of only about 3.49% and with the prospects of an even smaller earning, the Company cannot justify adding the $3,500,000 to build the telephone system Lubbock wants and needs. The money required for an expansion program 6f this magnitude must be obtained from people in all walks of life. We cannot compel these people to put their savings into the telephone business, and yet without these funds we cannot build the buildings, install the equipment, place the cable and wire necessary to serve Lubbock in the future as it continues its remarkable growth. The only answer to Lubbock's telephohe problem in to ask this Commission for an increase in rates which will make possible a fair return on the fair value of the telephone system, It is generally recognized and accepted that telephone rates must be made for the future and not for the past. This means that rates must be established that will produce earnings sufficient to main- tain a satisfactory average over a reasonable period of time in the future. The Telephone Company co-les to this Commission because the responsibility to regulate telephone rates has been delegated to you. This delegation provides that the Commission shall determine the proper rates to be charged for telephone service and the regulation of such rates shall be bases "upon the fair value of the property devoted to furnishing service to such city or the inhabitants thereof." (Article 1124 Revised Civil Statutes of Texas, 1925). The following exhibits are made a part of this application: Exhibit "A" - (1) A binder entitled "Greater Lubbock Telephone Program". Exhibit "B" - A binder containing: (1) Summary of exchange revenues and Expenses and net income for the eight months ended August 31, 1950. C (2) Statement of fair value of the property as of August 31, 1950, and exchange net income and per cent net income for the 8 months ended August 31, 1950. (Amual Basis) Exhibit "C" - The schedule of rates heeded to earn a fair return on the fair value of the property and for which the Company asks approval. Exhibit "D" - Suggested form of ordinance to establish the schedule of rates required to earn a fair return on the fair value of the property and for which the Company asks approval. The Company stands ready to furnish any and all data, in addition to that filed with our application, which the Commission may require in passing upon -the Company's application. The Company's property, books, and accounts are open for any investigation you wish to make. Since January 1, 1913, the Company has maintained its accounts in accordance with Uniform System of Accounts for Telephone Companies Prescribed by Federal Authorities -- originally by the Interstate Commerce Commission and since July, 1934, by the Federal Communications Commission. The Company earnestly requests that the City Commission give prompt consideration to the Company's earning problem in the Lubbock exchange and authorize at the earliest possible date a new schedule of rates that will pezmit the Company to earn a fair return on the fair value of its property, as provided for under the laws of the State of Texas. These laws require that the Company be permitted to earn a reasonable return upon the present worth of its property used and useful in the public service. Such action by the City Commission will make it possible for the Company to continue to go forward with its huge expansion program for Lubbock without interruption. However, at the time the budget was prepared it was only con- sidered that the City pay 10% of the cost of widening streets where right-of-way is Already available. But since the widening of these streets would benefit the entire citizenry at least as much as the adjacent property owners, the payment by the'City of 50% of the cost is considered justified. This change in distribution of cost of street widening results in an expenditure of $18.4000.00 in excess of the amount budgeted for this purpose. Motion by Commissioner Morris, seconded by Commissioner Davis, the motion carryihb by the follow- ing vote: I ayor Whiteside, Commissioners Morris, Hufstedler, Davis and Thomas voting AYE None voting No. to authorize preparation of plans and specifications for the construction of a 64 foot wide pavement on 34th Street from Avenue H to Indiana Avenue, a distance of two and one-half (2-) miles.
