Petition was presented the City Commission protesting all -day parking in vicinity of Veterans'
Administration Building at 1600 19th Street by employees of the Veterans' Administration. There
was no action taken in this regard. Police Chief Dysart being before the City Commission stated
he did not have any solution to this problem.
The following report was read to the City Commission by Police Chief Dysart:
September 26, 1950
Mr. Steve Matthews,
City Manager
City Hall
Lubbock, Texas
Dear Mr. Matthews:
POLICE DEPARTMENT
Attached is the proposed organization for the Police Department which indicates the assignment
of all of the men now allowed in the budget and such additional personnel as would be necessary
to complete the organization. The organization is so constructed as to keep a full force of
men on duty in each assignment at all times.
You will note that each uniformed detail has relief men assigned. These men would be used to
fill in on days off, vacation periods and so forth.
In the First Platoon it will be noted that five men are assigned to patrol cars instead of one
man to a car. This is in order that there will be two men on the car working the Negro and
Mexican sections from the business district. Both the Second and Third Platibons would work
two men to a car at all times.
You will note that it is proposed that there would be five foot patkolman assigned to the
business district from six p.m. to two a.m. It would be their duty to supervise the night
life of the business district and to check business houses against crimes being committed.
In the Detective Division you will note that one man is assigned to the Identification Bureau.
At the present time, detectives are spending a great deal of their time handling office work
such as fingerprinting, taking pictures, mugging and so forth. It is proposed that the detec-
tives spend their time investigating crimes and apprehending criminals and that the men assigned
to the Bureau job would handle all fingerprinting, mugging and so forth. You will also note
that two Vice Officers would operate under the Captain of Detectives. These men would not be
classified as detectives but would be charged with the investigation and handling of all matters
pertaining to vice. It is believed there is sufficient work in gambling, liquor -law violation
and prostitution to justify the assignment of these officers. It should be borne in mind that
the work of these officers would more than completely compensate financially in fines collected
from their arrests.
You will note that a complete Traffic Patrol is proposed and that all work pertaining to traffic
would be under the superivision of the Captain in charge. It is proposed that one additional
Sergeant be appointed, whose duty would be to supervise the work of the officers in the field
and performing such other duties in connection with traffic as he might be called on to do.
You will note that it is proposed to assign eight men as Accident Investigators. These officers
would be hand-picked and especially trained to make the proper investigations on all accidents.
It is necessary that there be two men to each car if they are to obtain the best results in mak-
ing the investigation and working the traffic at the scene. The men would be assigned to duty
as follows: One car would be on duty at seven A.M. to three P.M.; another from three P.M. to
eleven P.M., and 'a third from eleven P.M. to seven A.M. Another car would operate from ten a.m.
to six P.M., which would give two cars on duty during the heaviest hours drying the day. -In
addition to the handling of all accidents these officers would be required to -work at out -lying
traffic signals, stop signs, speeders and other traffic violations during the day.
It is further proposed that five foot patrolmen would be assigned to down -town traffic from
eight A.M. to four•P,M. These men would be working the early morning traffic into thedown-
town district while ten additional men would come on duty at ten A.M. and work until six P.M.
making a total of fifteen men during the day and ten men would work the evening hours when
traffic was moving out of the down -town district. It is proposed that these men would perform
all duties necessary for good traffic control - specializing on supervision of intersections,
some time given to closer supervision of parking violations such an meters, loading zones and
other restricted areas.
This plan would call for a total of ninety-seven officers in the Department which would be an
additional eleven other than proposed by the budget - also a secretary for the Traffic Division.
We are not unmindful of the fact that revenue is necessary for additional policemen; however, it
isbelieved that this number of personnel properly trained and supervised would be easily self-
sustaining through the revenue that would result from their efforts. To further suggest the
revenue necessary, it is believed if it would meet with the approval of yourself and the
Commission that there is considerable area available where additional meters could be installed.
The motor vehicle equipment necessary is already available in the present budget. Therefor ,
it it meets with your approval and the approval of the Commissioners, I would recommend that
this organization be authorized as early as possible.
Due to a considerable increase in work in the City Court, I would recommend that one additional
clerk be added. This could be either a man or a woman who would understand typing and filing
of records. This is in order that the work might be kept up to date and the public who are
required to come to court will receive more prompt attention.
Respectfully submitted.
Very truly yours,
R. E. DYSART
