into the populated areas annexed in December, 1949, during this fiscal year, it is
necessary that plans and specifications be prepared and contracts awarded not later
than March 1, 1951• The City feels that it cannot hire enough competent engineers to do
the work in this limited time, as so far, it has been unable to fill vacancies in the
present organization. The volume of work included in this program being far greater than
that handled last year, and with the present organization, the City would be unable to
complete this program in 1951 unless outside help is secured. It is contemplated that
the engineering on plans and specifications will probably cost a little more than 'f
done by City forces, however, because of constant and rapid increase in construction
costs, the City believes that the one or two percent it would be able to save in engin-
eering would be more than offset by increased construction costs. Some of the necessary
work on part of the above named projects has already been done, so it is expected that
the City will be able to secure plans and specificatiors for less than 3 (three) per cent,
the fee usually charged. It is also considered that later, when sites have been selected,
it will also be desirable to secure outside engineering help on plans and specifications
fora swimming pool, and the architectural help on plans and specifications for the two
new fire stations and the public library. The above projects represent well under one-
third of the work contemplated for next year. The City believes that by providing for
extra consulting engine ring help on the above set out projects, it will be able to pro-
vide all services to all populated areas within the present city limits, by the close of
19510
After consideration of the facts set out above, motion was made by Commissioner
Davis, seconded by Commissioner Hufstedler, carried unanimously, that proposals be secure
from local Architects;- Engineers for the preparation of plans and specifications for the
construction of th# Mork as set out in items A, B, C, D, above.

City Hall
Lubbock, Texas
Dear Mr. Matthews:
Relative to our telephone conversation of this date, I "m writing this letter to give
you further information pertaining to proposed route changes discussed.
On our Hub Homes line wewish to continue that line as now routed with the exception of
the following: After leaving the bus stop at the entrance of Mackenzie S'rate Park we
wish to continue west on 3rd Street from Avenue D to Avenue V, then south on Avenue F
to 4th Street and west on 4th to Avenue H. This change will make it more convenient
for our patrons in the Hub Homes Addition and would at the same time facilitate our
entering Avenue H due to the traffic light at 4th Street. As you know our Mexico
Chico bus runs north on Avenue H paralleling the present Hub Homes line which would
continue to give adequate bus service in this one block area.
We wish to make t'ie following change in our East 17th and Avenue A route which is the
route to our colored section: The present bus operates on 17th Street from Avenue G
to Avenue A. We propose to change this to operate on 18th Street from Avenue G to
Avenue A. Our main purpose in this is to allow the bus to operate as nearly as pos-
sible on paving at all times.
As you already know'17th Street is paved with only a strip of paving and 18th Street
is paved from curb to curb.
If. You find it possible to approve the two, above stated cha.nges, we will sjncerely
•appreciate it.
OS
Yours very truly,
LUBBOCK-BUS COMPANY
