SUBJECT: Wired Radio Street Light Controller
On November 11, 1947, the City of Lubbock purchased from the Line Material
Company through C. B. Anderson Company of Amarillo, a controller system_ called Wired
Radio, which enables the power plant operator to turn on and turn off street lights
with a switch, sending out impulses on the power distribution lines, thereby eliminating
tree necessity for a separate street light circuit from the power plant to each light or
group of lights.
When the equipment was originally purchased, I understand that it was anticipated
to control the water well pumps separately from the power plant, but that it was found im-
phactical to operate the pumps remotely.
To date we have invested $23,540.25 on this system, not counting labor for main-
tenance and repairs. The system has not proved satisfactory due to the high maintenance
'cost and the manufacturer realizes this. We have been advised that the manufacturer
elected to discontinue its manufacture; and, rather than have 'it left in service with no
spare parts being made, the Line Material Company has offered to purchase the equipment
__ 1
for the frill amount expended, $23,540.25, and give us ample time to replace the equipment.
Since this is a financial transaction over $2,000.00, we are required by ordinance
to obtain the Commission's decision. Therefore, I wish to submit the facts for your infor-
mation and submission.
We have 230 controllers in service, and 66 on hand. We could retire the system by
replacing each controller with a photo electric cell controller for a cost analyzed as
follows:
230 Wired Radio Controllers in service
66 On hand
4 Retired (damaged by lightning)
300 Purchased
296 Usable
Cost to Replace:
Photo electric cell, -$30.38
Possible 10% escalation 3.04
Freight
33.8
Less Socket (in place) 2.41
Net cost of material 31.45
Plus labor to exchange 3.00
each (last purchase)
Ur -it cost of exchange 34.45 Each
296 Controllers Q S34.45 _' M,197.20 total exchange cost.
We would be justified in taking depreciation on the equipment and selling it back
to the manufacturer at the amoritized cost plus the present cost to exchange to photo electric
cells. Based on 20 year life of the equipment, 5% per year for 4 years would be 20% depre-
ciation.
20% of 23,540.25 _ $6,708.05
but the cost to exchange will be $10,197.20
Therefore, it is recommended that we accept the offer for the full amount of
$23,540.25 and establish a credit with the C. B. Anderson Company for this amount. I be-
lieve we would be justified in buying the necessary, photo electric cells to replace the
system with this credit, thereby putting the equipment on order sooner than it would re-
quire to receive bids again.
We await your directive in the matter.
