Mr. Meskimal executed a formal- oath of office as assistant recorder of the Corporation Court on July 2,. 1951, and acted in that capacity to relieve Mr. Solon Lea for his vacation and on one or..two occasions during the temporary absence of Mr. Les. Request was received from Dallas J. Matthews, Director of Facilities of Texas National -Guard Armory Board, Capital Station., Austin, to reduce the rent on building -No. T-901 at the Municipal Airport from $188.7.5 per month to $138.75 per month, or a re duction of $50.00 per month. This building contains 13,.090 feet of floor area. The Natimal Guard. Board is requesting this reduction in rental rates due to the fact that they originally budgeted only 72 units in the State and because of the national emergency have expanded their activities to include 292 units. They state that the rent is paid by the State of Texas and that it is not possible to secure a supplement to the budgeted amount, and that if they are to continue to operate the 292 units, it wlll_be necessary that rental rates be decreased all over Texas.. It was the decision of the Commission -that if, the National Guard Unit wanted to .reduce the amount of floor area they occupy they would receive a corresponding redaction in the rent but if they prefer to use all of the present space, 13,090 feet of floor area, the rent will remain, the same. Action was deferred until the National Guard Board could be informed, of the above decision. At the last regular meeting, the City Commission authorized the purchase of two 300 KVA regulators (Bid Request Not 2385) from General ElectVie, Supply Company with the provisions that the regulators offered by General Electric would. meet specifications, bids being of record at page 334, Minute Book 10. It has since been determiaed.that the regulators offered by General Electric do not meet the specifications. A study of their proposal shows that they do not..me.et the second paragraph of our specification #E-8 which calla for a suitable neutral connection. Their regulator bid has no provision for a neutral connection. 2- 300 KVA, 13,800 VOLT REGULATOR Bid No. 2385 General Electric Allis-Chalmers Westinghouse 2 - 300 KVA, 13,800 volt Regulators Each 92995.52 9,995.00 9,995.00 Total 19,991.04 19.1990.00 19,990.00 Brand General Electric A/C Westinghouse Delivery 52 - Weeks 7 Months 1-38 Weeks 1-58 Weeks Terms N/30 N/30 N/30 Commissioner Davis moved, seconded by Commissioner Thomas, motion carried, with Mayor Whiteside and Commissioners Morris, Hufstedler, Davis and Thomas voting YEA, none voting NAY that the award be made to Allis Chalmers Manufacturing. M. for their initiation ceramonies.. The parade will start at 8th Street anal Avenue H, to South to the Courthouse, thence west on Broadway to Avenue K; thence North on Avenue K to Main Street, thence east to Avenue H, thence North gn Avenue H to 8th Street. The City is in the process. of acquirize.100 feet of right-of-way for Erskine Avenue between the Amarillo Highway and College .Avenue, and this. will accommodate a pavement up to 82 feet in width. Before this acquisition of this right-of-way started a meeting was held with the property owners along Erskine Avenue and they elected to give a right-of-way 100 feet in width with the expectation that they might get a wide pavement similar to that proposed for North College Avenue. Since the completion of North College Avenue and South Texas Avenue, comment has been received from some few people that these streets were too wide and that it is difficult to cross these stre.:ts in a car, and even more difficult for a pedestrian to cross. Jith this in mind and the fact that the Texas State Highway Department and the Bureau of Public Roads is now in the process of building 64 foot wide pavement on all of the highway dispersal system throughout the City, it has been debated as to whether the City should continue to build 82 foot wide pavement on our thoroughfares. The 82 foot wide streets were constructed to provide four clear traffic lanes with room on each side for parallel parking and room to maneuver into the parallel parked position with- out interfering with the flow of traffic in the four lanes provided for this purpose. The 64 foot wide pavement will provide four traffic lanes and room to parallel park on each.side. It is necessary that the motorists use the outside traffic lane to maneuver into the parallel parked position on the 64 foot wide pavement, leaving only two lanes free for the use of traffic. The 82 foot wide pavement, including curb and gutter, would cost approximately $17.00 per linear foot, or $90,000.00 per mile; the 64 foot wide pavement would cost approximately $14.00 per linear foot, or $74,000.00 per mile. In either case, the property owners would pay about $6.50 per linear foot or $34,000.00 per mile. After discussion it was decided to post- pone action until a later date and ask the above property owners to meet with the City Commission at its next regular meeting, on November 26th.
