''Teaver, Secretary The following group of citizens residing in what has recently been called Westchester - being West of the City of Lubbock, on the Levelland Highway, and outside the City Limits - appearzd before the City Commission: W. G. I"icP'Iillan, Spokesman, Rufus Rush, Dr. M. F.. Swarts, A. V. Weaver, Jr., S.R. O'Neall, Dr. Roy Lovelace, Frank Wilson, fi. D. Flake, Fred Pinkston; the following was read by i"lr. i"cMillan: Ll Suggested approaches to the problems of city expansion if and when the City decides to annex new areas. Ideas are not listed in order of importance. 1. Expert and impartial revaluation of all property now on city tax rolls. 2. City commission to enlarge city limits in such areas as in their judgment to be to the best interests of all the people. 3. Immediately thereafter the annexation of new .areas to call a bond election for the purpose of voting sufficient bond money to provide utilities to areas not served within new corporate limits, IIr. Rufus Rush has asked me to express his thought that the commission nct consider expans 6on for two or three years and then it could be better deter- mined when the ity could provide utilities in keepin,7 with taxes paid by newly acquired areas. He thinks the people would be willing to pay City taxes for two or three. years if there was reasonable assurance that the utilities would be extended within that length of time. After discussion, this Committee was given a copy of the "Agreement" in re gard to water and sewer extension, copy of said atf-reement being of record at Wage 430, Minute Book 8, also copy of the following, in regard to policy of the City Commission in annexing new territory into the City Limits. The City Commission has a very definite policy and is, in our opinion, bound and required to hear any interested person or persons express their affirmative or negative positions regarding their property being annexed to the City of Lubbock. Officially the City Commission has not even considered the annexation of any territory west of the Santa Fe Railroad and parallel with the Levelland highway. No proposal for the annexation of this area has been presented to the City Comm.'s sion. It would be illegal and undemocratic for a city to a?ree with any person or group that for and in consideration of his property becomd- a part of the City of Lub- boc4 he would be shown or given any preference or differential in taxable propert values in relation to other similar and similar located properties. No agreement can legally or morally be made by the City Commission of the City of Lubbodk whereby any property to be annexed to the City of Lubbock would have any priority or preference in the extension of underground utilities in relation to a7 area now a part of the City of Lubbock or which may hereafter become a part of the Ll Cit y of Lubbock. In anticipation that many areas adjoining or near the present city limits of the City of Lubbock will be annexed within the next few years, the City in Manning extensions of the water and both sanitary and storm sewer systems is taking; into consideration the future annexation of these areas. The City is planning larger mains for all three services and planning to install them at lower depths in this expectation than are required for such services at present. An illustrationof this is that the City is now laying a 161, water main West on 19th Street so that this main can be extended on to the West and be of sufficient size to care for anticipated needs in that direction. The City Commission believes the annexation of a number of areas adjacent to the City Limits will benefit the people livinC; in said areas as well as all the citi- zens of Lubbock and all area- now developed without the corporate limits of Lubbo by the protection of the health and property values of all said annexation will bring about. The City Commission knows that citizens living in areas taken into the City Limit would immediately get certain advantages, as follows: 1. Imm:iediate reduction of fire insurance rates. 2. Fire, police and zoning protection and garbage and trash removal. 3. Zoning and budding inspection woiiM. eliminate slum area and protect the health and property values of all. 4. Draina,e of streets and areas such as vacant lots would remove health hazards. A. Since January 1, 1949, the City -County health unit has rec- ommended that 218 wells outside the corporate limits be condemned or treated because of sewer seepa e and improper enclosures. 5. Enforcement of city ordinance relative to food handling. 6. They would get their unpaved streets graded more frequently and het streets paved more quickly. 7. In regard to taxes, the facts are as follows: --- WHERE EVERY DOLLAR COMES FROM Only 29.10 from ad valorem taxes 3330 from Electric Department 24:20 from Jiater department 13.4. from permits, fines, meters, etc. 70.90 from sources other than taxes Lubbock city tax rate would be much higher if it were not for the profits from the Electric and Water departments. WHAT EACH INCOME SOURCE PAYS FOR Ad valorem taxes --------------- Debt and Police----------30.6 Profit from Electric and Water Departments: General Administration 5.1 Streets 11.7 Garbage 6.0 Sewa -e 1.7 Parks and Recreation 4.3 Miscellaneous 2.9 31.7 Operating Electric Department 16.1 Operating Water Department 10.2 26.3 Other sources: ire protection 7.6 ealth 3.8 11.4 In other words, 69.4of every dollar spent comes from sources other than ad valorem taxes; and the major part comes from profits of the Electric and Water departments. Citizens in areas taken into the city limits would get services paid for from these sources other then taxes. Citizens in new areas annexed to the City wonTt pay taxes until January, 1951. Should the citizens of any areas want immediate water and sewer service, the City would make the same agreement with them that it is making with developers f other new areas. Attaci-ed hereto is the agreement made with such developers. Said agreement referred to, being of record at Page 430, this Minute Book) Motion by Commissioner Hufstedler, seconded by Commissioner Whiteside, carried unanimously, to approve for payment final estimate of Layne -Texas company, Ltd., 6419 Maple Avenue, Dallas 9, Texas, for drilling one 2,000 Foot deep well test, located on Shallowater Highway Northwest of Lubbock. This being the first and final estimate under this contract and the amount due being $12,300.00. Rodgers to execute a contract between the City of Lubbock and the National Guard for rental of Building T-901 at Lubbock Municipal Airport. Rental to be 4188.75 per month. iir. Charles Files of Waples Platter Grocery Company appeared before the Com- mission requesting that the City allow him to pave alley East of Avenue G, between 9th and loth Street. After discussion the matter was referred to Mr. R. L. Oldham,Director of Public Works, for handling. If the alley is paved, the Commission directing that it be paved with either concrete or brick. Motion by Commissioner Huf stedler, `seconded by Commissioner Whiteside, carried unanimously, to accept the bid of Eureka Fire Hose Company for purchase of TTSouthland" Double Jacket Fire Hose. To purchase 2,000 Feet of 2-1/211 Hose at $1.27 per foot; and 500 feet of 1-1/211 Fire Hose at 89¢ per foot. Bids having been read at former meeting of the City Commis- sion and being of record in Minute Book 8, Pa e 539. There was discussion of removing trees in parkway on South side of 6th Street at Avenue N, for paving block Avenue 11 to Avenue N. This property belonging to J. M• Lewelling, who asked the City to pay him for the trees. It was unanimously agreed that the City remove the trees and do the paving, agreeing to replace the trees in the proper place on this property, this winter. Re- placement with trees up to 10 or 12 feet in height being authorized by the Commission. Motion by Commissioner Price, seconded by Commissioner Hufstedler, carried unanimously, to authorize the Mayor to execute Contract between the City aijd Gifford Hill Pipe Company of Dallas, Texas, for Building # T-2501 at South Plains Army Air Field. Certain repairs to be done on said building on a day labor basis, by the City of Lubbock. There was discussion of execution of Contra_&, between L. D. Williams of Southwest Technical School, Bryan, Texas, for building at South Plains Army Air Field and it was unanimously agreed that the Mayor enter into contract with flr. Williams if satisfactory terms can be worked out. There was discussion of the "ity of Lubbock preparing plans and specifications for Airport Runway re -construction, and it was unanimously agreed by the Commission to go ahead and prepare these plans and specifications.
