Roberts and Associates, Consulting Engineers employed by the City of Lubbock in connection with additions n authorized at the City's Sewage Treatment Plant: U January 17, 1949 Lubbock Sewage Treatment Plant - Division II Mr. Marlin R. Smith City Manager Lubbock, Texas Dear Mr. Smith: Regarding our contract for the preparation of Plans and Specifications for the above job, will state that it is our belief that by calling for an alternate bid on Preloadprestressed design with floating cover for the sludge digester, as against a conventional design with fixed cover, we would be able to aet a floating cover at no increase in cost, and perhars at a saving in cost over the fixed cover design. You are well aware of the advantages of a floating cover over a fixed cover. In order to take alternate bids, thereby securing greater competition on bidding, the work of preparing the plans and specifications will be almost twice what it otherwise would be on this digester. You realize that we have taken this planning assignment on a very close basis, and we are asking that you allow us the sum of $450.00 as an extra to be paid us on this work for the preparation of alternate plans on the disgester. HNR/dt We trust that you will reply to this request at your earliest convenience. Yours very truly, H. N. The following letters were read from D. C. Greer, State Highway Engineer and S. C. McCarty, District Engineer, both of the State Hi-ghway Department. Texas Highway Department Austin 26, Texas January 21, 1949 East 19th Street Texas Avenue to Avenue A in Lubbock Lubbock County Mr. S. C. McCarty District Engineer Lubbock, Texas Dear Mr. McCarty: We have carefully reviewed ,your letter of January 13, 1949, and the at- tached sketch showing a possible alternate location for this highway in the vicinity of the F.W. & D.C. Ry. Derot in Lubbock. The proposed relocation is considered unarcceptablle: because of indirec- tion, fonfusion to traffic, hazardous crossing angles with intersecting streets, the difficulty of installing a satisfactory signal system at the intersection with Avenue G, and the continual interference to traffic by trucks backed into the freight and express delivery doors on the north side of the depot building. It is our thought that the differenne in right-of-way cost on the two lines under consideration may not justify the radical departure in align- ment and the introduction of hazardous street intersections created by the newly proposed location. Any further consideration of the proposed change in alignment should be de- pendent on receipt of realistic right-of-wav cost analysis of the two lines, and additional designs to eliminate the-objectional features between Avenue G and Avenue F. This office will be glad to review any rossible solution to this problem. Yours very truly, D. C. Greet, State Highway Engineer By: THOhIkS C. COLLIER Thomas C. Collier Engineer Road Desim Texas Highway Department Lubbock, Texas January 24, 1949 Mr. Marlin R. Smtth City Manager Lubbock, Texas Dear Sir: On January 13th, we submitted to the State Highway Department, the relocation on 19th Street passing around the North side of the Ft. Worth and Denver Railroad as suggested at the recent conference with Railroad Officials. This location extended from 19th and Avenue H to Avenue G and 18th, one block on 18th and then back to 19th Street at avenue D. I am attaching a copy of their letter regarding this location. A possible solution which has occurred to me might be as follows: 1. Proceed with the grade crossing on the original alignment as now set up by City Ordinance. 2. Provide Automatic Crossing Gates to close the highway during switching operations . 3. Pave 18th Street so that traffic could drive around the sta- tion over Avenue F, 18th and Avenue G when the crossing is closed. It is my opinion th-lt because of the very light train traffic at thi§ crossing, that Highway traffic `mould be delayed for only one or tw(Y hours during the 24 hours, and as they would be afforded an alternate route-jround the crossing during those periods the arrangement would prove to },e satisfactory to all concerned. Very truly yours, /s/ S. C. McCarty /t/ S. C. McCarty District Engineer SCIT : mk Attach. After discussion of this matter, the City Manager was instructed to contact the Fort Worth & Denver City Ry. The aivners of this property were interested in bringing this addition into the City Limits, provided the Citv would agree to furnish water and sewer utilities to approximately twelve (12) blocks of the Addition within the next yeer. The City Engineer having estimated the cost of serving this portion of the property with -water and sewer at a-pproximately $88,000.00. After discussion of the matter it was the opinion of the City Commission th8t no definite commitment could be n9de as to when the property could be served with water and sewer until some definite plan of financinu is worked out.
