J. C. TURNER
Business Engineer
P. 0. Box 42
Lubbock, Texas October, 16, 1948
To the City Commissioners,
Lubbock, Texas.
Attenti:n Honorable W. H. Rodgers, Mayor.
Dear Mr. Rodgers:
This is the first of a series of weekly rei.orts submitted to
acquaint you with the p-ogress of the Business Lngineering work
I have undertaken on behalf of the City of Lubbock, In it will
be outlined what has been accomplished in the week my associate
engineer has been on the job and the terms of the engagement.
(Original As po'nted out in the survey report of October 9th there sere
filed in many spots in which the record keening was unnecessarily burdensome
C-7 and specifically mentioned the -ater and light office. As the pri-
mary purpose of an engagement o this kind is to save the client as
Contract file) much money as possible it was decided to start at this point.
These findings should not be anv reflection u on Mr. Yant or the
personnel on the job. Their duties are too numerous to permit of
the time todo develo-,ment work of this nature and their training
has not been along these lines.
At the present time twenty four separate forms are prepared and
maintained in this office. It is recommended that eight of these
be combined 1trith othere or eliminated entirely. It is also proposed.
to change the procedures so all records are originated from the
ad•dressograph plate which is made up at the time the contract is
signed. At the present time each of th.ese records are made up at
the work point which results in a large volume of clerical work and
a resultant slow down. The changes will also result in a 45% reduc-
tion in carriage travel on your Burroughs equipment increasing its
The proposed changes have been discussed with Mr. Yant and others
concerned and they are in favor of them. It is conservatively
estimated that this change will result in a direct savings of
$2500.00 per year in salaries and stationery costs. In addition
the remaining personnel will be able to handle the present volume
of work with ease and to handle a considerable increase without
trouble.
It is also proposed to eliminate the special irrigation contract.
The summer rates will be applicable to all residents if they use
in excess of the 71000 gallons now required to secure the irriga-
tion rate. There will be no loss in _-evenue and it will eliminate
much confusion on the part of the consumer as well as eliminate a
lot of record -keeping; for the city.
During the coming week we shall devote our efforts to installing
the system outlined above in the light and water office. In addi-
tion to this we. -will draft a floor layout for this office which will
expedite the handling of papers and give the consumer '-)etter service.
We will also.. set up the work so Mr. Yant will only be called upon
to handle the "excertions". This w"ll give him more time for the
active supervision of his job.
We will start work on your functional organization structure with
the idea of combining the flovr of authority as indicated by our
ayalysis. In this 1may much o* the work now placed on major execu-
tives can be assumed b.v others without loss of control. In this
connection I will be prepared to make definite recommendations re-
garding the fittedness of ,your personnel after a study of their
work and the results they are obtaining.
In or3er that we may have a mutual understanding I list herewith my
method of operation and payment procedure.
1. You will be informed as the progress of the job by dis-
cussion and a formal written weekly report. You are to accept or
reject all written proposals by signature, excluding by d._:-zignation,
any statement or suggestion not approved. In this way a meeting of
the minds is assured and no changes will be made without your con-
cur-ence.
2. I cannot guarantee specific results because I cannot
anticipate the cooperation I will receive or the aptitudes or your
employees. With full cooperation yMican be assured of benefits
far in excess of my fees.
3. A fee of $50.00 is charged for each business day worked
by each individual member of Jay staff, including myself. business
day includes Sbturday. There will be no other charges.
4. I will be actigely engaged in the supervision of and in
working out the details of your program. Pressure of other work
may occasion my absence at times btxt you will be advised if this is
necessary.
5. You will provide suitable working space for the engineering
staff. You are also to provide for such typing services as are
required and pay for the cost of all forms, binders ans supplies
incident to the installation.
6. Written procedures will be provided for any sSrstems
installed. These are considered necessary for training of new per-
sonnel and for reference in case of question.
7. All invoices are payable weekly. An invoice will be
presented each week covering the total charges for the week. A
check shall be presented for the amount due upon receix;t of the
invoice.
8. You may terminate my services at the end of any business
week by giving me one days advance notice.

work we are doing for you will give you a return of 410.00 for
