Lubbock, Texas Oct. 150 1948 The City Commission of the City of Lubbock, Texas, met in recessed regular session at the regular meeting place, at 8:30 A.M., in the City Hall, the following members thereof beino, present, to -wit: Mayor W.H. Rodgers, Commissioners Clarence K. Whiteside, John Spikes, City Attorney Vaughn E. Wilson, City Manager M.R. Smith, Fr, City Secretary Lavenia Williams. Absent: Commissioner W.B. Price and Commissioner E.K. Hufstedler, Jr. There was discussion of construction of storm sever to drain College Avenue from 2nd Street North and the Northwest area wrest of College Avenue, also the widening of the pavement of College Avenue from 4th Street North. After discussion of this matter, motion was made by Commissioner Whiteside, seconded by Commissioner Spikes, carried unanimously, that the City of Lubbock request the State Highwaw Department to widen the paving on College Avenue from 4th Street to the Center section of the new Northwest Highway and construct storm sewers for the draining of the Highway and that the City of Lubbock will agree to construct the curb and gutter without cpst to the Highway department. And that the City will contribute not to exceed $40,000.00 on the construction of the Storm Sewer, provided the storm sewer project covers the line on College Avenue, the out -fall line from College Avenue East of the Canyon and a line on North 4th Street from College Avenue to Madison Avenue. The Lines to be of sufficient size to serve the drainage area. There was discussion of the necessary storm sewers to drain the Northeast pavt of the Old Town section, North of the Santa Fe Railroad. It boing brought to the attention of the City Commission that before this area can be adequately drained that it will be necessary to construct storm sewers in this area, and since at the present time the Highway Department pro-oses to construct storm sewer from Avenue A and 6th Street for draining a portion of the proposed Highway, it was thought advisable by the City of Lubbock to request the Highway Department to increase the size of their proposed line and to construcv it at such an elevation so that future storm sewers in this area could connect to this proposed storm sewer. After discussion of tnis matter motion was made by Commissioner Whiteside, seconded by Commissioner Spikes, carried unanimously, that the City agree to -pay for the cost of lowering and enlarging the proposed Highway storm sewer in an amount not to exceed $3,000.00. Motion by Commissioner Spikes, seconded by Commissioner Whiteside, carried unanimously, to authorize the Wayor to execute Agricultural lease agreement for year 1949, between the City of Lubbock and B.W. There was discussion of purshase of additional fire trucks and the City Manager was instructed to get bids on two 750 G.P.M`i Pumper trucks, with alternate on one 500 G.P. M. PumpT truck. There was discussion of location of the proposed outfall line to the Sewage Treatment 'Plant Southeast of the City and the following discussion was presented by R.L. Oldham, Acting City Engineer. October 12, 1948 Sewer Outfall Line Mr. M. R. Smith, Jr. City Manager In the selection of the location of a new sewer outfall line, we have kept two objectives in mind, the first and princial objective is to relieve the present sewer system and the proposed Northp:est sewer of approximately 6,200 gpm of sewage. We expect the ultimate flog- from the above named lines to reach this amount in excess of the amount of the present 24" outfall line will carry. The second objective would be to so locate this line that a portion of it maybe used to handle another future trunk line coming in frDm the South- west. After consideration of the entire area and of r•ossible methods of accomplishing these objectives, we narrowed the field to three pissible locations. These locations are listed below: Location No. I. This location is paralled to the present line and is approximately 10,000 Feet long. It involves the construction of a 30" line approximately 7,000 feet on the North side of the present line and about 3,000 feet on the South side of the present line. The estimated cost of the construction required now on this line is $150,000.00. In a period of 3 to 5 years it would be necessary to build an 18" line from the beginning of the present outfall line back North to the intersection of 16th Street main line. This ultimate total cost to handle everything North of 42nd Street will be approximately $169,000.00. Location No. 2. This proposed location is along the Santa Fe Railroad Right-of-way beginning at East 22nd Street and Axtending to the intersection of ..he Santa Fe and Fort Worth & Denver City Railroad; Thence along the Disposal Plant Road to the i-lant. To adequately handle immediate needs it is necessary that this line intercept both the 23rd and 26th Street sewers. The estimated cost of the immediate construction exclusive of enlargement of accommodate a future outfall line from the Southwest is approximately 184,000.00. If this line is enlarged to handle a future line from the Southwest, the present construction cost would be approximately $211,000.00. Ultimately, say within 3 to 5 years from the present this line would have to be extended on back North to 14th Street to relieve present system of enough flow so that the existing 24" outfall line would not be overloaded. The total ultimate cost of this location would be approximately $246,000.00. Location No. 3. This proposed location paralled to Fort Worth & Denver City Pailroad and intercepts at the 23rd and 26th Street sewers. The estimated cost of present construction, exclusive of enlargement to accommodate a future outf•-ll line from the Southwest, would be approximately $169,000.00. If larger pipe were used to handle the additional flow from the Southwest, the cost would be approximately $217,000.00 and then the line is extended on back to 14th Street the total cost would be approximately $"51,000.00. Since the cost of Location No 3 is well in excess of the cost of the other two lines, even in the pr--sent construction, and since it has no advantage over Location No 2 in any respect, I thin,: that we can rule it out, In considering the other tow lined, I bE-lieve that we should take into account what our ultimate cost will be. The ultimate cast of Location No. 1 is $169,000.&0 . The ultimate cost of Location No 2 is $246,000.00. The ultimate difference is cost of lines 1 and 2 would be approximately $77,000.00, and only $27,000.00 of that difference is due to the extra size pipe to handle an additional line from the Southwest. Since the onl.v reason for building location No. 2 would be to receive the flow from an outfall to the Southwest, and since we are now prepares to handle the flow from this area with our present system for s-veral years, I do not believe it would be a wise investment to spend the additional $77,000.00 at this time. Therefore, I recommend that we construct Location No.lst an estimated cost of $150,000.00 now, and extend this line on North to 16th Street in 1953 or when needed at an estimated cost of $19,000.60,4 RLO/rL (Signed) R. L. Oldham Acting City Engineer. After thorouf=;h discussion of this matter motion was made by Commissioner Whiteside, seconded by Commissioner Spikes, carried unanimously, that the location be made in accordance with the recommendations presented by Mr. Oldham, and that the City Engineer be authorized to proceed immediately with preparation of complete plans and specifications. There was discussion of agreement with Frank Gray relative to the use of his land in disposing of Sewage Irrigation Water, and the City Manager was instructed to work out an agreement with Mr. Gray in this regard and bring back to the City Commission for consideration.
