There was discussion of bids received Sentember 11, 1947, on Power llant Equir, raent. The City r-a:-ie the folloi^Jin_ specific reeo-viriendation re,;arding this equip.ie.nt but no action wes 'taken, Sertemb::r 25, 1947 Eavor and City Commission of the City of Lubbock Lubbock, Texas Gentlemen: On Sertembir 11 bids ?Here opened For additional electric eneratinF 1,lant enui,,,r.ent an.T a cam-lete tabulation of these bids have been sub- mitted to you. This tabulation also includ-s the coat estimate for the installation for various tares of qjeneeratin!:; erluipnent. The complete lant cost T,-:r KV-1 of caracity is as follows: Diesel Plant Nordberry 1.anufaott;rinJ Comrany, 16t5.7 r c r r Fairbanks I: orse, 147 .10 : er 5000 Kilowatt Steam Plant w110.06 r.er Y_+r. 7500 Kilowatt Steam plant iU.63 per Tr"T. The Luba, ock Electric I'lant now has a caracit,y of slir_rhtly more than. 119000 KN and it .has reached the size where it is .much .more economical to install and operate steam turbine driven generating equipment than it is to continue addin- additional capacity in Deisel engine generat- ing equipment. The operating cost for producing electric energy at the new plant, where the engines are new is 4.25 mills per KWH, the cost for generating pourer with a steam slant will be approximately 3.25 mills p,er KIM. During the yeEr 1947-46 the slant viill rroduce in excess of 40,000,000 KITH. Considering installation cost and o-rer.tin:; cost it does not stern proper to consider the installation of any additional Diesel equipment. Based on 7.resent plant demand, there is little to choose between the 5000 and 7500 ION steam slants. "When consideration is given to the fact that the 5000 K"T -,-?lint will cost :More than .k20 per KIV more to install than the 7500 h'J rlant and to the f<=ct t.h-t the larger unit will operate ., ith ar-roxirlately 2% less steam than the smaller. Tlant, it appears that the lar!,er -•lant will better suit the needs of the Corinunity olong period a lonperiod of time. If it is assumed that tree turbine unit will overate only 0.8 of the total time in a year, the 2% saving of the larger unit over the smaller one 1,17ill amount to aT'rroximately cn .,P 700 annually. It is, therefore, recommended that the City rurchase the necessary equipment to install a 7500 PJ steam trubine driven generator. In considering the particular equipment to rurchase the followinZ m recomendations are !jade for your consideration: Boiler and :Iiuxiliaric-s Th.e low bid of Union Iron 7!orks of •,121,465 is recommended for eccertance. Condenser, Pumas and auxiliaries The bid of -illis Chalmers Iaanufacturinr•; Com, any for .'64, `i39 is reco.,ilmended . the lowest bid for the condenser was from the Condenser Service Company. Their bid is not recor.,.i6nded for the reason that it is not a firm price and there is no limitation on the increase that the Company may snake at its option and further the condenser offered by this Com-rany is some?:rhat smaller than Use would like to see installed in this size plant. The next lowest bid for a condenser was submitted by the C.
