The City Commission of the City of Lubbock, Texas, met at 2 P.M. in
regular session at the regular meeting place in the City Hall, the
following members thereof being present, to -wit:

John Spikes, City Attorney Vaughn E . Wilson, C ity 'Manager Homer A. Hunter,
