R E S O L U T I O N
WHEREAS, the Texas State Highway Commission in regular m eeting the lager
part of February decided to add that portion of 34th Street east of Avenue Q to the
Highway Dispersal System in the City of Lubbock; and,
WHEREAS, it has been determined throu;,h correspondence with Mr. D. C.
Greer, the.Texas State Highway Engineer, that if this section of 34th Street from
Avenue Q east past Avenue H and through the tourist court that now obstructs 34th
street is to be constructed at once, it would be necessary to deduct the cost of
this section of 34th Street from funds now allocated to the construction of other
segments of the Highway Dispersal System in Lubbock; and,
ITHEREAS, in a letter dated April 17, 1951, addressed to the City Manager
in Lubbock, Mr. D. C. Greer advises that additional funds could be provided and that°
a contract for the construction of this section of 34th Street could probably be
awarded in the Fall of 1952; and,
WHEREAS, the City now has under contract to J. R. Fanning of Lubbock the
construction of the entire length of 34th Street, and urgently needs a decision
whether that portion east of Avenue Q will be constructed under this contract. I
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF ThY' CITY OF
LUBBOCK: _
THAT, the Texas State Highway commission is respectfully requested to de-
termine in the next meeting of this body April 27, 1951, under what conditions the
Texas State Highway Department will participate in the improvement of that section
of 34th Street east of Avenue Q; and,
TLAT, because of the urgency of an immediate decision and in order to
preclude further delay, the City of Lubbock will accept any proposed plan that the
State Highway Department may propose -for improving the section of 34th Street from
Avenue Q east, provided the City of Lubbock is advised of this plan within the next
30 days, and further provided the Texas State Highway Commission agrees to allocate
funds for this work at the very earliest possible date; and,
THAT, as a guide to the Texas State Highway Commission in determining the
extent of participation by the State, the following two proposals are submitted:
1. The City of Lubbock would like to acquire a 90 foot wide right-of-way
on 34th Street from Avenue Q east past Avenue H and through the existing tourist
court that is now obstructing 34th Street at Avenue H, and provide additional room
at Avenue H such that the intersection could be flared to a 7 lane width, provided
the State Highway Department will construct at the expense of the State and the
Federal Government a 64 foot wide pavement complete with curb and gutter.
2. As an alternate, the City of Lubbock will acquire an 80 foot right-
of-way on the above described section of 34th Street with a flared intersection
at Avenue H, and in addition to this, bear the cost of constructing curb and gutter
throughout the length of the project; and
THAT, the Texas State Highway Engineer is authorized to submit either of
the two above, described proposals or combinations thereof to the State Highway
