Mr. Hubert L. Allen, Vice President of Southwestern Public Service Company,
appeared before the City Commission and presented request that the City of
Lubbock allow them to increase their rates to residences and commercial
establishments in the City of Lubbock by eliminating the ten per cent (10%)
prompt payment discount. Their request reads as follows:
SOUTHWESTERN PUBLIC SERVICE
COI.iPANY
Lubbock, Texas
February 16, 1951
Hon. Clarence K. Whiteside, Mayor,
Hon. E. K. Hufstedler, Jr.,
Hon. Lucian Thomas,
Hon. L. E. Davis,
Hon. Harry Morris, Commissioners,
Hon, Steve Matthews, City Manager
City of Lubbock,
Lubbock, Texas.
Gentlemen:
As the result of increases in the prices of new machinery and other
facilities which we are constantly installing to keep ahead of the electric
service requirements in this area and also increases in taxes and in the cost
of labor and materials necessary to operate our system, we are hereby asking
you to allow us to increase our rates to residences and commercial establish-
ments by eliminating the ten per cent prompt payment discount. We are increas-
ing industrial power rates by this amount or more as contracts expire or as we
can, under the terms of such contracts. We are attaching new rate schedules for
iling, and you will find that in each case the ten per cent prompt payment discount hqs been
emoved. We are also attaching 1IDetermination of ate of Return??, certified by
Peat, Marwick, Mitchell & Co.- Barrow, Wade, Guthrie & Co., Independent Public
Accountants, for the fiscal year ended August 31, 1950. Also, we are attaching
11Determination of Rate of Return" estimated for the present fiscal year which ends
August 31, 1951.
Peak electric load requirements are forcing us to increase our system
capacity at a rate, which under present day equipment costs, now exceeds our
annual gross revenue. We expect this trend to continue and have ordered equip-
ment to carry the territory requirements through 1953 and into 1954. Our heavy
machinery requires about three years for delivery and installation and must be
ordered in time to meet future requirements.
You will note that our rate of return for the 1950 fiscal year was 6.17%
and for the 1951 fiscal year will be 5.335%. de know that the 1951 figure,
while an estimate, is very accurate. Our business can be predicated very closly,
and our actual results are always in line with our estimates. One figure which
we cannot be sure of is taxes, and our estimates are based upon present tax rates.
Allowing for the increase in electric rates, our rate of return for this fiscal
year is estimated at 5*60%.
"Operating Income" upon which Rate of Return is based is used to pay
Interest on First Mortgage Bonds and Debentures; Other Interest; Amortization
Accounts; Preferred and Common Stock Dividends; any remainder being plowed back
into construction costs.
Regulatory bodies including state public utility commissioms usually
allow a rate of return of 6-1/2%, We are not, at this time, asking rate
increases which will bring our rate of return up to this amount and hope to
make up at least a part of the deficiency from increases in industrial power
rates and increased electric sales to war plants and the general pick-up in
territorial business which will accompany them.
We are asking for the very least amount which we feel necessary to main-
tain the confidence of investors in our Company. Our large construction program
makes it necessary for us to obtain from eighteen to twenty million dollars a
year in new money from investors. About sixty percent of this new money is
obtained from the sale of first mortgage bonds to life insurance companies who
in this way invest the premiums paid by their millions of policy holders. About
fifteen per cent comes from the sale of preferred stock or unsecured debenture
bonds to insure companies and similar institutions. The remainder is obtained
from the sale of additional common stock to investors in every state. We have
our 11,000 common stockholders. No,one stockholder owns as much as a two per
cent interest, and our Company is a home managed, home tax paying company,
not owned or controlled by a holding company, bank or so-called ??Interest".
We are making this application as brief and direct as possible and are
omitting charts, tabulations, etc., but will be glad to supply you with any and
all information which you may desire and to cooperate with any auditors which
you may wish to have examine our books. We keep our books in accordance with
'?Uniform System of Accounts" prescribed for Public Utilities by the Federal
Power Commission, under whose jurisdiction we operate. This means that the value
of our property is stated at "Original Cost't and contains no writeups.
We are filing letter applications in this form with all of the governing
bodies of the cities in which we operate in Texas. We wish to make the increase
effective on all bills mailed after March 1, 1951, and we greatly appreciate
a letter or other notice from your commission notifying us that the new rates
have been filed and approved and that any legal procedure required has been
completed.
Very truly yours,
