ATTEST: LsL Lav_enia .owe_ Lavenia Lowe, City Secretary '2-11- 30-51 TO THE GOVEM ING BODY OF THE CITY OF LUBBOCK, TEXAS. Gentlemen: Ls1 Murrell R._Tripp _ _ Murrell R. Tripp, Mayor 3504 Avenue P Lubbock, Texas July 18, 1952 From March, 1946 to December, 1949, the City books should show an overcharge for water in the approximate amount of $1,082.00 on services rendered on one water meter at 1602 34th Street and billed to Acme Seed gompany. In March, 1946, the governing body of the City of Lubbock unlawfully doubled our water rates and imposed a twenty-two hundred per cent minimum rate on the abovementioned meter. Lawfully, the monthly minimum rate should have been $1.80 less 10% discount of $1.62. However, the hijacking, enforced by a threat to cut our water off unless we paid a monthly minimum on this one meter of $39.60 less 10%.discount or $35.64, was continued until December, 1949 when our section became a part of the City. We realize that the present administration had no part in this illegal action. However, we are asking that you authorize payment of this honest debt that the City of Lubbock owes to us. I will be more than willing to check with you in detail in this matter. I am confident that I can prove to you beyond a reasonable doubt that our claim should be even more than we are asking.
