immediately with the ordering of material and the installation of flashing light signals on
Avenue U. P or M, as preferred by the City of Lubbock, and will place on its 1953 Budget items
for flashing light signals on the two remaining crossings under discussion.
It is expected that such items will be approved and money for the additional flashers made

City's depository for the two year period ending April 27, 1954, the Mayor being hereby authorized

52 11 7-17 In accordance with the regulations of the City Charter providing for an annual audit of the
City's accounts and records by a competent certified public accountant, the City Commission
has requested that proposals be accepted for making the audit in accordance with said pro-
visions covering the period October 1. 1951, through September 300 1952.
As it is felt that a large amount of the work can be done on this audit during the summer
months and that an early award of this contract Fill greatly favor the auditors during the
slow months, we are calling for the proposals a little earlier than has been the custom of
the City.
Ij Proposals addressed to the Mayor and City Commission will be received in the office of the
II City Secretary, Room 104, City Hall, until 2 otclock P.M., July loth, 1952, and will be con-

The Mayor and City Commission
Of the City of Lubbock

Lubbock, Texas
Gentlemen:
This proposal for the annual examination of accounting records of the City of Lubbock, Texas is made
in response to a letter dated June 24, 1952 from Mrs. Lavenia Lowe, City Secretary -Treasurer. The
proposal is as follows:
1. My services for consultations and conferences will be
immediately available to the City and interim work could
be started by August 151 1952.
2. The classification of staff men employed on the job would
be:
(1) Principal Accountant
(2) Semi -senior Accountant
(3) Junior Accountant
3, Work should be completed by December 15, 1952.
4. Fees would be based on the following per diem rates:
Principal Accountant $35:00
Semi -senior Accountant 25.00
Junior Accountant 17.50
(A day is considered to be seven working hours.)
The rates as quoted are the same as accepted by the City Commissioners in past years.
The proposal as enumerated above does not include the most important consideration in the assignment
of the examination as far as the City is concerned. That consideration is the opportunity to take
advantage of the knowledge gained by me from last year's examination.
As it was the first examination which I had had the privilege of making, a most thorough and searching
review was made, of necessity, of all accounting practices and internal control. It will not be necessary
to repeat this review except in minor instances, if any.
All records and books of .account are familiar to me and my staff. The program of examination which
had to be designed for last year's work may be used again this year with minor changes.
Work papers designed for last year's examination will be used to the fullest extent. Preparation
of the report will be reduced to a mj*+A mum by the use of last year's forms and statements. As these
items constitute a great amount of work, the reduction of time spent in their preparation results in a
substantial over all savings.
All accountants working on the.exandnation will be members of my staff. As their abilities are known,
the greatest advantage will be taken of their time. For example' the junior accountant, if qualified,
On the other hand the
may be assigned work done ordinarly by a semi -senior accountant. ., principal
or semi -senior accountant will not.do work done ordinarly by a junior accountant.
Your thoughtful consideration of these factors will be appreciated.
