Request was received from Mr. H. W. Allen, P. 0. Box 1650.. Amarillo Cotton Oil Company, Amarillo,
Texas, that the City of Lubbock extend water services to a 144 acre tract of land lying just south
of the Clayton Carter Addition northeast of Lubbock. The proposal of Mr. Allen being to sell the
City two (2) water well sites on this tract for a consideration of $3,750.00 each and apply this
sale price on the cost of extending water service to the 144-acre tract of land. Total cost of
extending water to this area being approximately $15,000.00. Mr. Allen agreeing to make
deposit under the Cityts regular water and sewer policy and be refunded over a five (5) year period
for the $7,500.00, being the approximate difference between the cost of the water well sites and
the cost of the installation. Since this property is outside the City Limits and the owner does
not wish the land to be annexed into the City limits at this time, this proposal was rejected, as
it is not the policy of the City to extend utilities outside the City Limits.

the City Engineering Department to provide sanitary sewer service for the following populated areas:
Zuni Park
Park Terrace
Roberson Addition
The above areas located South of the Overton Lake in Southwest Lubbock. Estimated cost of serving
these areas with sanitary sewer: $23,000.00 It being understood that the estimated cost of
$23,000.00 includes the construction of a -sewage lift station to be located on Nashville Avenue
at the alley between 30th and 31st Street, and the necessary sewer lines and appurtenances and
all other work incidental to serving these areas.
Bids as follows were read for the purchase of a "Package Sewage" Life Station to serve the populated

A'report on the City of Lubbock Sewage Treatment Plant, dated November, 1951, prepared by H. N.
Roberts aria Associates, Consulting Engineers, Lubbock, Texas, was presented to the City Commis*ion.
In this report Mr. Roberts recommended that in future extensions of the Sewage Treatment Plant the
City only provide for Primary Treatment of that portion of the Sewage in excess of the amount that
can be handled thru the existing facilities,'thereby decreasing the degree of treatment that is now
being provided'at the Sewage Treatment Plant. Mr. Roberts further stated in this report that he had
conducted experiments at the Sewage Treatment Plant last year that proved conclusiKy that since
the sewage effluent is being used for irrigation purposes only, and thereby receiving further treat-
ment after leaving the Sewage Plant, that there would be no health hazards involved and would not
create an odor nuisance by the decreased degree of treatment. Mr. Roberts further recommended that
the City of Lubbock construct at once a new sludge digester 67 feet in diameter and 25 feet deep
at the Sewage Treatment Plant and move mechanically cleaned barscreens and build new bypass structure
and concrete control box. Also that a new sludge sump be built and new sludge -circulation pump for
Heater N6. 2, these improvements to cost a total estimated amount of $120,000.00, including engineer-
ing fees. In view of the above report, motion was made by Commissioner Morris, seconded by Commissioner
Thomas, motion carried, Mayor Whiteside and Commissioners Morris, Davis and Thomas voting YEA, none
