The above land, on which the City is purchasing water rights, is a portion of the land
included in L. A. Purtell' s original proposal to the City dated April 25, 1952, to sell
the City water rights on approximately 52,000 acres in Bailey County, Texas, for $10.00 per
acre. Said proposal was accepted by the City Commission by Resolution dated May 3, 1952.
The City Commission expressed their intention to purchase these 3,793.1 acres of water rights
by letter dated September 4, 1953, to L. A. Purtell, provided that water was found in adequate
quantity and quality. Three test holes were drilled on this property on August 18, and 19, 1953i
Said tests indicated approximately 120' of water bearing sand and analysis of the water
indicates a qualtiy equal to or better than that of the water now being used by the City of
Lubbock. Payment of the $37,931.00 to L. A. Purtell hereby authorized to be made from
Water Bond Funds.
No further business coming up for consideration, the City Commission recessed to meet
January 4, 1954, at 3:30 P.M.
Read and approved this the 28th day of January , 1954
