MArch 1, 1946. I roposed by City Engineering Department. Since the cost of paving along the side of lots in the residential district is relatively hitch when compared to benefits and cost of paving along the front of the property, it has been felt that a method could be worked out whereby the Cite would pay a larger part than the customary 10% on side paving. A conference with the bity Manager resulted in the surgestion that the City could pay 1/3 of the Property owners normal cost for paving exclusive of curb in addition to the 10$ the City has always paid. The following method of determining property entitled to the reduced rate is su77ested: The TCTAL PROJECT COST of the Unit, includi-- the usual construction items, the items necessary to rework existing adjacent pavement, extra cost of Railroad crossings, storm sewer inlets and A for contingencies will be estimated for T OT, L PROJECT COST. From the TOTAL PROJECT COST the charges accessible directly to the Railroad at estimated unit costs plus 5% will be deducted, next the Property owner curb cost will be deducted at the rate established, at present 550 per foot. (P.O. Curb is all curb built on the project except that constructed on corners of property not to be included in the unit on the Engineers Roll or curb con- stuct& to replace other curb previously assessed to the property owns, r, usually curb built to widen pavement stub) . The amount after makinE the above deductions -ill be termed the "Cost Excluding Railroad costs and T.O. Curb Costs" referred to herein as amount "A". THE FR67T STREET PnVING_RATE . _ "F_P__Rate" is amount A divided y the total frontage on the unit. THE SIDE STR_ET hVI7G RATES "S_F'_ Rate" is 2/ 3 of the Property Entitled to the S.F. Rate dust be in an A, B, C, D or L Zoning District (as dete,77 ed by Zoning Ordinance and the latest adopted recommendations of the Zoning and I Tanning_ Commission) and if occupied must be used for one or two family residential use and must be included in mane o-, th. follo-ir t- : 1. Vacant property plotted into lots which lots abutt the street being paved along: the side of the ' ot, and all of the plotted lot is vacant. 2. Improved property when the street being paved is along the side of the improvements and the set of i. Trovements uses or occupies all of the frontage between the street and alley on :id e abutting plotted lots or all of the property in question on front abutting plotted lots. The City will Hay all costs included in amount "" above except that assessed to 1 roperty owners b- either the F.P. or S.I. Ates. The Lity's part of amount "A" will vary from 10 o for a 10017'' r .y . Rate Unit to 4010 for a 100 o S.I. Rate Unit. Motion by Commissioner Childress, seconded by Cor-imiss ' oner Dickey, carried unanimously, that the above method of assessment for future Strent Paving Projects, be, and it is hereby adopted.
