David Zacharias and others, appear- ed before the City Commission and presented the following "Statement On The Proposed Off -Street Parking Law As It Effects The Churches of Lubbock" by a special Committee appoint9d by the churches to represent them. STATEMENT ON THE PROPOSED OFF-STREET PARKING LAW AS IT EFFECT THE CHURCHES OF LUBBOCK by A special committee appointed by the churches to represent them The City Commission of Lubbock, Texas Dear Sirs: We realize that as the City of Lubbock grows, its traffic problems increase. We are cog- nizant of the splendid work of our Planning Board and City Commission with reference to this problem, and we wish to commend their fine efforts. We know that the proposed Off -Street Parking Law is an attem;t to alleviate the congested traffic situation in Lubbock. We believe, however, that the City Planning Board and City Commission do not realize the disasterous effect this law would have on future developments of the vast majority of the churches in Lubbock. to date 47 churches, representing thousands of church members and Lubbock citizens, have registered a written protest to this proposed law. We point out that of this number, several are churches which this law would not directly effect. We oppose the proposed Off -Street Parking Law for the following reasons: 1. Most of the churches directly effected by the law do not have a serious traffic problem, nor do they anticipate one. Because of their locations largely in suburban areas, these churches are not located close together; nor will, in most instances, their congreations be as large as the down -town churches. Most of these churches are already striving, and will strive in the future, to provide parking space for their congregations. The churches recognize it is to their avantage to have sufficient parking space to meet their program. 2. This law is unfair to the majority of the churches in Lubbock who have employed architects to draw total building plans, and already have these plans. These congregations have given and pledged sacrifically hundred of thousands of dollars toWa-de the construction of portions of their buildings. They look forward to the day when their dream of a completed building will become a reality. The proposed law would prevent the completion of their total plans in every instance of which we know. It would dot out city with incompleted buildings, as well as making it impossible for these churches to give a full ministry to the people who belong to these churches. 3. We believe that this proposed law is discriminatory in that the areas where tgrg traffic problem is now most acute are completely exempt from this proposed law; while 0SKS/ there is either no problem or comparatively small one are totally bound by it. 4. We believe a strong moral foundation for any community is of first priority. The church is the greatest single factor in establishing this foundation. In our nation today we are witnessing the creeping paralysis of secularism in many communities. It is our opinion that the severity of this law would discourage many future church developments, as well as crippling present organizations. We believe that this would be a far greater loss to Lubbock than the contribution off-street parking would make to the city. The City Commission recently, requested that represertatives from churches suggest legislation in relation to this off-street parking law. After seriously discussing this request, it was our conclusion, because of the many ramifications involved, it should not be our responsibility to propose legislation. Such assignment of jurisdiction could result in dangerous consequences. The people of the community elect law makers to represent them. It is the responsiblity of these elected officials to legislate in accordAnce with the will of the people. WE, the people, are making known our convictions to you who are representatives. Therefore, the Special Committee on Off -Street Parking, representing the vast majority of churches of Lubbock, states that these churches oppose the proposed Off -Street Parking Law as it effects existing churches, and future church organizations. SIGNED: John Baker, Mrs. 0. C. David L. Zacharias Wayne Cook Joe Phillips Gayler Barlett Ben D. Johnson Jack A. Welch 0. H. Tabor Chairman Southall, Secretary Bill Slauther A. W. Wilson A. L. Davis L. T. Jackson Floyd Dawson J. E. Blackmore Troy L. Dale There was further discussion of Off -Street parking and motion was aside by Commissioner Carpenter seconded by Commissioner Thomas, motion carried, Mayor Tripp and Commissioners Carpenter, Davis and Thomas voting Yea, none voting Nay, that the proposed off-street parking measure be referred to the City Planning and Zoning Commission and that said Commission be requested to hold public hearings and confer with the Real Estate Board, the churches and other interested citizens in an effort to establish some type of off-street parking regulation for the City of Lubbock. The City Planning and Zoning Commission being hereby requested to then make recommendation to the City Commission in regard to off-street parking regulations. 3-12-31-70 Motion by Commissioner Carpenter, seconded by Commissioner Davis, motion carried, Mayor Tripp and Commissioners Carpenter, Davis and Thomas voting Yea, none voting Nay, to appoint Dean Dauley as Recorder of Corporation Court for the period July 27, 1953, through August 9, 1953.
