This being done because this unit of paving was inclusive of the cost of two complete int ersections, four (4) concrete valley gutters and four (4) concrete alley returns, which caused the assessed paving rate to be $3.55 per front foot of abutting property. The City Commission determined that this rate was in exeess of the average rate for side footage, therefore, it was agreed that the City would pays the cost as outlined above in excess of $2.67, the average rate per side foot on other paving projects throughout the City of Lubbock. The City's participation of this paving cost to be paid from budgeted paving Funds. 3-11-456-911- The City Commission considered assuming the property owners cost of paving of 40th Street between Avenue U and Avenue X on the abutting vacant property, which is below the estimated high-water mark. They also considered the paving of like property on Avenue U between 40th Street and 46th Street. The City Commission rejected the proposal to pay the property + owner's cost of the paving on these streets.
