Mr. Wm.B. Holmes, City Engineer Gentlemen. - In connectiopkt h the proposed construction of the extension of'Avenue Q from Third Street Northeast to connection with U S Highway 87 (Amarillo Highway), it is considered that the installation of a storm sewer system between 4th Street and the Clovis Road will give considerable relief to the flooded conditions which prevail in this area during periods of heavy rains, however complete elimination of flooding cannot be secured due to insufficient capacAty of the existing 43" storm sewer at 4th Street into which this system must discharge. The cost of installing this system must be borne by the City which is estimated at $12,000.00, at prevailing contract prices, however, it is believed that some saving - could be effected by placing the pipe with the City forces. If the City decides to approve this instalation, it is suggested that it be handled in the same manner that is being used on 4h Street between Avenue 0 and Avenue L, in which the City is laying the pipe, and the inlets and manholes are included in the constructions contract for which the City is reimbursing the State. SCM/rj Yours truly, /s/ S. C. McCarty S. C. Said storm sewer to be constructed when the Northeast Avenue Q part of the Highway Dispersal System is constructed.
