E. B. DYER, in behalf of himself and his brother, J. H. DYER, JR., of Lubbock,
Texas, hereby makes the following proposal to the City of Lubbock, whereby the City of
Lubbock may receive certain real estat, belonging to said E. B. DYER and J. H. DYER, JR.,
and whereby said E. B. DYER and J. H. DYER, JR., may receive certain real estate from the
City of Lubbock; that all of said real estate is in the Easley Subdivision of Block 31,
Roberts & McWhorten Addition to the City of Lubbock, Lubbock County, Texas.
That said E. B. DYER and J. H. DYER, JR., jointly own Lots Seven (7) through
Twelve (12) of said Easley Subdivision; that the City of Lubbock desires to receive a
triangular portion of the West side of Lots Seven (7) and Eight (8), hereby designated
as tract One (1) and described as follows:
"Beginning at the northwest corner of said Lot 7, Easley Subdivision of Block 31,
Roberts and McWhorter Addition;
Thence east along the north line of said Lot 7, a distance of 14.64 feet to a
point;
Thence southwesterly across Lots 7 and 8, a distance of 43.50 feet to a point,
said point being in the west line of said Lot 8, and 0.97 feet south of the northwest
corner of said Lot 8;
Thence north along the west line of said Lots 8 and 7, a distance of 40.97 feet
to the Point of Beginning.
Containing 299.90 square feet.'.'
That the City of Lubbock owns two tracts in the same Block, hereby designated as
Tract Two (2) and Tract Three (3).
Tract Two (2) is described as follows:
"Beginning at the Southeast corner of Lot 19, block 31, Easley Subdivision of
Roberts & McWhorter Addition to the City of Lubbock, Lubbock County, Texas.
Thence West a distance of 24.7 ft. to a point.
Thence N. 8021t E. a distance of 168.63 ft. to a point in West line of a N-S
alley, said point being 6.1"4 ft. North of the NE corner of Lot 22, said Block 31.
Thence South a distance of 166.84 ft. to the point of beginning and containing
2060.47 sq. ft."
Tract Three (3) is described as follows:
"Beginning at Southeast corner of Lot 19, Block 31, Easley sub. Roberts & McWhorter
Addition to the City of Lubbock;
Thence North 166.84 ft. to a point
Thence North 8021f k. a distance of 7.1 ft. to point
Thence North 190401 E. a -distance of 26.4 ft. to point, said point being in the West
line of Lot 8, 0.97 ft. South of the Northwest corner of said lot 8.
Thence West a distance of 10.0 ft. to point of beginning and containing 1852.75
sq. ft."
That the City of Lubbock desires to receive title to said Tract One as a portion of
the right-of-way for Avenue Q Northeast; that said E. B. Dyer and J. H. Dyer, Jr.,
desire to -receive title to Tracts Tyco and Three for the reason that said Tracts immedi-
ately join Lots 8 through 12 on the West, and would furnish said lots an extension to.
the West and access to said Avenue Q Northeast; that the foundation of the proposed
overpass on Avenue Q Northeast will block the access of Lots 7 and 8 to Avenue Q Northeast,
so that it would be proper to grant said Tracts Two and Three as requested, to give said
lots 7 through 12 an access to Avenue Q Northeast; that there are many reasons -why it
would be proper to convey said Tracts Two and Three to E. B. Dyer and J. H. Dyer, Jr.
Therefore, E. B. Dyer proposes that he and Jr H. Dyer, Jr:, trade Tract One to the
City of Lubbock in exchange for Tracts Two and Three and requests the City Commission to
execute some type of written commitment giving them permission to receive Tracts Two
and three -upon the happening -of some definite contingency, such as the paving of Avenue
Q Northeast, upon which contingency, the City of Lubbock would know that it had no
further need for Tracts Two and Three.
'In the alternative,' E. B. Dyer suggests that he and J. H. Dyer, Jr., receive ONE
DOLLAR ($1.00) per square foot for the 299.90 square feet in Tract One and that they
pay the City of Lubbock ONE DOLLAR ($1.00) per square foot for the 3,913.22 square feet
in Tracts Two and Three; that said E. B. Dyer would respectfully request a written
commitment, from the City Commission of some sort so that there will will be an assurance
of his having a definite option to purchase Tracts Two and Three for a definite price at
a definite time upon the happening of a definite contingency, so that he and J. H.
Dyer, Jr., can consider said Tracts Two and Three in their future plans relative to
Lots 7 through 12. -
In this connection, E. B. Dyer and J. H. Dyer, Jr., are willing to give the City
of Lubbock an easement running north and south through Tract Three, which is the alley
running north and south through Block 31, in order for the City to maintain its sewer.
Or perhaps some alternative route could be worked out for the sewer to take in said
area, inasmuch as the construction of Avenue Q Northeast will necessitate changing the
present route of the sewer anyway. Possibly the sewer could run along the south side
of Lot 12 and thereby have access from said alley to Paris Avenue on the East of Block
31 and then go North along Paris Avenue and thereby serve the East Half of Block 31.
E. B. Dyer, in behalf of himself and his brother, J. H. Dyer, Jr., would respectfully
request permission to be heard by the City Commission relative to the above proposals
and would respectfully request that some satisfactory solution be worked out towards
achieving the ends desired by the City of Lubbock and by E. B. Dyer and J. H. Dyer, Jr.

54r13-93.166 Request was received from Mrs. Rosie Agee that the City provide a sewer lateral in
a north -south alley along the East side of her tourist court lying between Brownfield
Highway and 22nd Place in Southwest Lubbock. To serve this property, it would be
necessary to -extend an eight inch lateral -in 22nd Place approximately 350 feet and
North to the Southeast corner of the tourist court property. It would serve the
tourist court as well as other property in this area, owned by a Mr. Smith. The
Pro-rata charges for this extension would-be $208.87 and $151.50, respectively.
Estimated cost to the City of such sewer line is $1347.93.
After consideration of Mrs. Agee's request, it was unanimously agreed by the City
Commission to comply with the policy as established by the pro -rats Water and Sewer
Ordinances.

the curb fronting their property. The 120 ft. ROW has already been acquired.

The following report was given the City Commission:
On June 10, 1954, the Commission considered the proposal of W. A. Maddox
,to convey certain land out of Block 61, Roberts & McWhorter Addition to
the City of Lubbock for right-of-way for Avenue „Q" Northeast. Mr. Maddoxfs
proposal was based on a rate of 50.6 cents per sq. ft. whereas the appraisal,
,made by the appraisal board, was 27.0 cents per sq. ft. The Commission
authorized that an offer be made to Mr. Maddox of 27 cents per sq. ft. Because
of an error in the number of sq. ft. used in the proposal, which has a direct
bearing on the total amount to be offered Mr. Maddox, this report is to
-is.-U inform the commission of -the corrections used in further dealings with
Mr. Maddox.
Total amount of land to be conveyed to the City 3% 149.42 sq. ft. or
0.89874 acres. City to convey to Mr. Maddox:
Portion of Avenue Q
Portion of Auburn Street
Portion of North -South alley
0.37792 acres
0.06616 acres
0.00557 acres
Total 0.44965 acres
Net amount to be conveyed to city is .44909 acres at the rate of27 cents
per sq. ft. results in offer to Mr. Maddox of $5,280,84. No offer has
yet been made to Mr. Maddox because we areawaiting the Santa Fe Railroad's
approval of abandonment of Auburn Street.
The following report was given the City Commission:
The following is an excerpt from a letter addressed to Mayor Tripp from Mr.
Lonni$-Langston with reference to the insurance coverage for firemen and
policemen:
"--when you asked me to look into the matter of getting soave
Accidental Death Benefits for the firemen and policemen, I
immediately contracted the companies which I thought would offer
this coverage. As you probably know, this is an unusual type
coverage. However.. I am happy to report to you that I h6ve
exactly what you asked for. I have been able to work with the
Group Department and Actuarial Department of the Occidental Life
and get them to agree to write this coverage for the firemen and
policemen.
Briefly, here are the rates and coverage.
1. $.40 per month per 1,000
2. Limit $101000
3. 24-hour coverage on and off the job
4. Written on group rules. No rejection basis.
5. Group life insurance may be added, but is not required.
b. Written on a 30-70 refund basis.
Murrell, the above is briefly the plan and if the City should experience
a good rating, then the cost would be very low, since it is written on
the refund t)lan. "..
No action was taken in regard to the above.
54-13-98-180 The following letteb was received from the Southwest Blood Bank of Lubbock,
July 21, 1954
The Honorable City Commission
City of Lubbock
City Hall
Lubbock, Texas
Gentlemen;
For some time we have been experiencing difficulty in making emergency deliveries
of blood to the various hospitals in the City of Lubbock.
The nature of our service is such that we, maintain a twenty-four hour alert since
we are aware that a matter of minutes may mean life or death for the patient concerned.
We are presently faced with the need of acquiring a device for the company car that would
designate this car as an emergency vehicle in addition to the identifying signs painted
• thereon. A flashing light -as described -in the enclosed letter from Mr. Elmer W. Paul,
Administrator of Methodist -Hospital, would seem to answer our purpose. This light
would be used for emergencies only and we shall continue to instruct our personnel to
observe scrupulously all traffic regulations# since we cannot see the logic in exposing
the life of one citizen to save that of another.
We therefore respectfully request that the Southwest Blood Bank of Lubbock be grant-
ed permission to install and use a flashing red light on its company delivery vehicle
with the understanding that this light will be used for emergencies only.
In addition to the letter from Mr. Paul, we are enclosing a letter of recommend*,-
tion from Dr. Richard K. OtLoughlin, Secretary of the Lubbock -Crosby County Medical
Society.
Sincerely yours,
/s/ Richard D. Grant

stating that he and his father publish a•four-page, non -denominational paper once each
month at 4606 Avenue H. That said publication is of a religious nature and the busi-
ness is non-profit. Mr. Duncan also stated that said business has been exempted from
taxes by the City, School and County and State until this year, however, that they have
breen set up on the tax roll to pay a tax this year, Mr. Duncan requested that the
business be exempted from taxes because of its being a religious, non-profit business.
After consideration of Mr. Duncan's request -the matter was taken under advisement.
