54-33-11-16 The following letter was sent to all Certified Public Accountants in the City of Lubbock
in regard to annual auditing of the City's accounts for the fiscal year, October 1, 1954
through September 30, 1954:
June 4, 1954
In accordance with the regulations of the City Charter providing for an annual audit of
the City's accounts and records by a competent certified public accountant, the City Com-
mission has requested that proposals be accepted for making the audit in accordance with
said provisions covering the period October 1, 1953 through September 30, 1954.
As it is felt that a large amount of the work can be done on this audit during the summer
months, and that an early award of this contract will greatly favor the auditors during the
slow months, we are calling for the proposals a little earlier than has been the custom
of the City.
Proposals addressed to the Mayor and City Commission will be received in the office of the
City Secretary, Room 104, City Hall, until 10:00 o'clock A.M., June 10, 1954, and will be
considered by the City Commission in their regular meeting on that date.
Proposals should state the. prices per eight (8) hour day for the various classifications of
accounting personnel and the approximate date the audit will be completed after Shptember 30,
1954.
Yours very truly,
Lavenia Lowe

After consideration of all bids, motion was made by Commissioner Thomas, seconded by Com-
missioner Carpenter, motion carried, Mayor Tripp and Commissioners Thomas and Carpenter
voting Yea, none voting Nay, to authorize acceptance of the bid of Westinghouse Electric
Supply Corporation - Alternate "B" as set out in the above letter from Mr. Wyble of the
Westinghouse Company.
The contract was awarded with the understanding that Alternate B in the abovementioned
letter would be accepted for the reason that a saving in the approximate amount of
$6,000.00 will be realized since only two control wires would have to be installed between
each well pump and the control station, instead of four wires. It was also the under-
standing that Alternate C and Alternate D would be accepted and the amount listed in the
abovementioned letter would be subtracted from the base bid.
The specifications also stated that under Paragraph 3, Page I-4 that it is the desire of
the City to have the equipment delivered by January 31, 1955. By receiving the equipment
-by this date, substantial -savings would be realized in the operation of the water system
during the summer of 1955. January 31, 1955 is the delivery date specified in the
Westinghouse Bid.
In view of the abovementioned deductions and additions, the awarded contract price for the
