Purtell hereby agrees to sell to the City and the City hereby agrees to purchase from Purtell, "water rights" under the hereinabove described property for a consideration of $10.00 per acre less the $1,000.00 error and overpayment as set out in the paragraphlre- ceding, making a total amount to be paid to Purtell by the City of $11,429.80. Holmes and Mr. Scott, City of Lubbock Planning Engineers, we would like to revise our proposal which consisted of five points as follows: 1. To remain the same. ) 2. To remain the same. ) See Page 499 of this Book. 3. To remain the same. ) 4. The City of Lubbock to assume half the difference of the cost of the additional trackage required to service our plant. This would amount to the sum of $1,092.00. 5. This to remain the same with the following provisions. Those provisions are that the City of Lubbock to be held harmless, if for any reason they are unable to furnish us with water for fire fighting purposes from well #37. These reasons include insufficient water in well, failure of electric power, breakage of pump or motor and any other reasons that might cause an insufficient supply of water. Should at any time the City of Lubbock decide to abandon Well #37, we would like to have the privilege of taking over the same or of obtaining permit for same at no cost to Stauffer Chemical Co. so that we may drill at our own expense at that time a well for fire fighting protection. Should the City of Lubbock decide to drill a new well to replace Well #37 and not be desirous of using the same location, we would entertain the idea of negotiating with- the City of Lubbock in granting them the privilege of drilling the new well on the Stauffer Chemical Co. tr4ct ,under the same terms. as previously mentioned. Given under my hand and seal of office, this 21st day of April, A.D., 1954. /,g/ Albert_ Field Albert L. Field Notary Public, Lubbock County, Texas 54-12-529-941 Messrs. Raymond Burford, Burt Pinson, George P. Kuykendall, Mrs. C. H. Green, and Mrs. W. A. Marquis appeared before the City Commission and gave the following report: Lubbock, Texas April 21, 1954 Honorable .City and County Commissions Lubbock, Texas Gentlemen: As a result of the Salvation Army's request to be relieved from the administration of the City -County Welfare Fund as of May 31 and to comply with requests made by the City and County Commissions for recommendations, ' the Policy Committee for the Welfare Fund has reviewed the financial and administrative problems incident to a change of administration and the operations of the Fund under the existing policies. Inadequate funds and public administration of the Fund have been recognized as problems to be solved for some time but a report has been postponed awaiting the results of a more comprehensive report scheduled in June from the larger Welfare Committee which has employed a survey team to study all aspects of the Health, Welfare, and Recreational Programs of Lubbock. However, as the Salvation Army has requested to be relieved at the end of May, action must be taken now.to assure uninterrupted service and relief to the needy. The Policy Committee has made a careful study of the situation and make the following recommendations which in their opinion are necessary and vital: 1. The present five member board should be increased to a seven member board which should be officially recognized by ordinance or other appropriate action by both the City and County Commissions. Memberships are recammended for term of 11 2, and 3 years with members drawing their terms by lot. 2. The administration of the City -County Welfare Fund should be returned to the City and County together with all costs pertaining thereto effective June 1. This is a necessity as the Salvation Army has given notice to return the administration of the Fund under the terms of the existing contract. This is considered proper under the basic concept that public funds should be administered by a public body and not used to sub- sidize an outside agency carrying out this responsibility. 3. As the responsiblity for welfare and relief to the needy in the County is re- cognized by law to be that of the County, the Committee recommends that the department or office created by recommendation No. 2 be in the County Government, paid by the County, responsible to the County, and all records and reports be maintained by the County. The financial responsih"Lit y should be prorated to the City and County on a basis to be mutually agreed on. 4. The Welfare Committee should be authorized to proceed with the employment (subject to the approval of the City and County Commissioners) of a staff to operate the Welfare Department. The Committee recommends an initial staff of three people. Relief administra- tion on a contractive and professional basis is something that is specialized and requires competent personnel. The staff and proposed salaries are: a. Director $5,000,per year b. Case Worker 3,600 per year c. Stenographer 2,400 per year . 5. The present budget of $48,000 per year or $4,000 per month is not adequate to provide relief even on the emergency basis now in effect. A preliminary report from the City -County -Community Chest Survey presently being conducted indicates that a minimum bud- get of approximately $150,000 per year will be needed to provide adequate welfare and relief, medical care, old folks care, and administration expenses. This is based on the case load of approximately 200 families per month now being served., The Committee re- commends that a four month budget supplement be provided for the months of June through September. This is to provide a trial period on the operation of the new department and to give basis for the preparation of an annual budget. The supplement is as follows- 8 months overexpenditure as of 6-1-54 Salaries four months Office expenses and equipment Automobile (if approved) Total Present approved budget Total Budget $10,000 31667 1,333 1600 $16.9600 lb ,000 A32,,b00 Respectfully Submitted Raymond Burford, Chairman, City -County Welfare Policy Committee After consideration of the report as set out above the City Commission unanimously agreed to approve in general the suggestions as set out and to make every effort to appropriate money required for this fund, in the event the County Commissioners' Court agrees to pay 50% of the cost of this program for the present fiscal year ending September 30, 1954. ;12-530-942 Motion was made by Commissioner Baker, seconded by Commissioner Forrest, motion carried, Mayor Tripp and Commissioners Baker, Carpenter, Forrest and Thomas voting Yea, none voting Nay, to execute an easement 20' in width across the center of Section 5, Block "A", Lubbock County between the City of Lubbock and the Southwestern Public Service Company for t-he construction of a power line.
