Gentlemen;
The Federal iorks Agency has granted the City of Lubbock, through its
authorized representative, Mr. M.R. Smith, Jr., City blanager, to purchase
furniture and equipment for the two soldier recreation centers in
Lubbock, white and colored, where and when said furniture and equipment
can be located --- waiving the necessity of taking bids insofar as the
E71A is concerned, because this is a non-federal project.
For over a month, representatives of the Recreation Council have been
trying to find suitable furniture and equipment which can be delivered
on or before October 15 --- the approximate date of the completion of
the remodeling of the two recreation centers.
.eroposal blanks have been given virtually every furniture store and office
equipment business in Lubbock and, in addition, representatives of the
Council have visited both San Angelo and Odessa to inspect furniture that
has been recommended. In the judgment of these representatives, the
furniture at San Angelo and Odessa was not as substantial and good as
we think is absolutely necess=-,ry for the use to which we intend to p,it
the furniture.
Only two furniture stores and two office equipment businesses have sub-
mitted proposals ---and their proposals covered only a small percentage of
the required items and, in many cases, could not be obtalndd except on
WPB priorities, which it would take 60 days or more to secure --- if obtain-
able at all.
By dent of a lot of hard work and personal investigation and inspection of
furniture and equipment, we have located the majority of our requirements,
all of which can be delivered in the .required time. There is and can be
no competition betwBen suppliers of this furniture and equipment in the
majority of cases because of the absolute lack of supplies.
It is our belief and judgment that where furniture and equipment is in stock
or can be supplied immediately that purchase orders should be issued
immediately and delivery taken on said supplies before the various items are
sold to others.
We therefore respectfully request that you authoirze the City manager to
proceed with the purchase of this furniture and equipment as we will
recommend --- it being understood that we have carefully investigated
sources of supplies and are recommending only items which we believe are the
best buys insofar as price, quality and availability are concerned.
