To the Hon. Mayor

and City Commission
We, the undersigned duly appointed committee, herewith
respectfully submit the following report on the widening of Avenue Q.
south of 21st street. We have on this day made an actual appraisal
on the ground of the abutting properties in question, and our findings
and r4commendations are as follows: -
East Portion Lot 1 Block 9, (John E. Conner owner) ;-
Ue recommend that the Bast 19 feet (approximately) be bought from
owner, and that an easement of 6 feet (approx) be taken from
said owner; allowing the sum of not to exceed $12.00 per front foot
for the purchased land or a total of - - $228.00
East 25 feet Lot 1, Block 14, (A.W. Jackson, owner) -I --
We recommend the purchase of the 25 feet allowing $10.00 per
front foot, the remaining property will be benefitted and not
damaged. We recommend a payment of not to exceed - 250.00
East 25 feet Lot 26, Block 14 (Cong. Sarah Israel Church, owner); -
We recommend the purchase of this 25 feet allowing $12.00 per
front foot a total of not to exceed - - 300.00
The remaining property will be benefited,. no damages.
We further recommend that the shrubs be transplanted back beyond
new property line at the expense of the Qity.
East 25 feet Lot 1, Block 22, (Ownerships not certain); -
We recommend a recheck of ownerships on property abutting.
If adjoininglnt is under different ownership, we then recommend
purchase of entire lot at $9.00 per front foot, and to re-emburse
owner additionally for any paving cost already paid by him with
interest thereon from date of payment at 6% per annum. If same
ownership, then we recommend purchase of only 25 feet at $9.00 per
front foot, and damages to the remaining portion of the lot at
$4.50 per front foot.
West 25 feet Lot 13 Block 15, (O.W, McLeod, owner).
We recommend the purchase of this Wost 25 feet at ,10.00 per
front foot or not to exceed - - 250.00
The abutting lot will then be 55 feet frontage and hence
suffer no damage.
West 25 feet Lot 13, Block 16, (O.W. K63Leod, owner),
We recommend the purchase of this West 25 feet at $12.00
per front foot, or not to exceed - 300.00
No damage to abutting property.
West 25 feet Lot 14 Block 16, (J.R. Potts, owner) .
We recommend the purchase of this West 25 feet at $10.00
per front foot, or not to exceed - 250.00.
No damage to abutting property.
West 75 feet of F.M. Edwards sub-div. (5 ownerships, );-
lie recommend the mayor and city commission appoint some one agent
or city employee to work out with these owners a plan to provide
equal or better tracts cut out of the balance of the F.M. Edwards
tract and to move all improvements onto these new tracts, the City
to bear all expense of purchasing the new tracts and the expenses of
moving the improvements, and allow reasonable damage to each owner
for inconvenience of the said re -arranging. Or Plan #2, to purchase
each tract at its actual value, to be later determined, and the said
improvements sold on the market, by the city, to be removed.
We prefer plan #1, if the full cooperation of F.M. Edwards and
other interested parties can be secured.
West 75 feet of Dora Roberts acreage, Approx 75' x 1590'.
We recommend that this West 75 feet X appx 15901 be purchased
from the owner at a price of not to exceed $1250 per acre; approxim-
ately 2.73 acres at $1250.00 ---- $3,412.50
(We suggest the appointment of a representative of the city be
sent to contact Dora Robert and Dr her fiscal agent, and believing
this street widening will benefit the remaining property, that said
representative endeavor to purchase this acreage at a reduced figure
if possible.)
In conclusion, we further recommend and urge, that the Mayor and his
City Commission, proceed immediately to act on the foregoing, as in
our opinion this is the logical time to procure this right of way;
and that further delay will be more costly to the ``ity of Lubbock,
and will prove a detriment to the interests of the citizens of
Lubbock.
We the undersigned authorized committee herewith certify
that we have no present nor contemplated interest in any of
the above mentioned tracts or parcels of land, and that in
our opinion the values set out are fair, just and impartial.
