February 12, 19 42.
Mr. W.H. Rodgers, City Manager,
City of Lubbock
Lubbock, Texas
Dear Mr. Rodgers:
Mr. Berry Brazile Superintendent of the Lubbock Municipal Air
Port, has received a Lulletin from the Washington office of Civil Aero-
nautics Administration, Department of Commerce, wherein, because of the
present war -time emergency, the Lubbock Municipal -fir Port is requiied
to
first. Install alarm bells at air port facilities.
Second. Provide for telephone arrangements to call for aid
by signal to the nearest police station.
Third. Maintain a day and night guard with police authority
at each hangar.
Fourth. In the event aeroplanes are tied down outside of hangars,
an armed guard is required during each night for a certain area.
For your inform,,.tion, these requirements must be met before
February 15, 1942, otherwise we are advised that the airport will be
closed unless an extension of time is granted. Since receiving this
Bulletin we have received a telephone call from the C.A.A. district
office at Fort udorth, Texas, asking whether or not these requirements
have been met.
Tyr. Clent Breedlove, lessor of the portable hangar, is to furnish
his own day and night guards.
At the present time we have a night guard at the large brick
hangar.
Estimate of expense necessary to fulfill requirements of the
Bulletin received from C.A.A. is as follows:
Cost of bell alarm system, installed, using old
traffic bells, as estimated by Mr. John Graham
Employment of daytime guard, to be selected by
the Chief of Police, at an estimated salary of
$110.00 per month
Installation of telephone special signal to City
Police Station; estimated rental per Mo.
( *Telephone ('ompany officials are now in touch with
C.A.A. district office and if this installation
is necessary, Local Tv7anager Tom Brown of the
5outhv:estern Bell Telephone Company thought they
would make it at no cost to the City, and rental
would be approximately $14.50 per month) .
$75.00
110.00 per Mo.
* 14.50 per Mo.
At least for the time being it is not necessary to consider a guard
for aeroplanes tied down outside of hangars at night.
The recommendation_ is respectfully made that authorization be granted
for the increase in expenses as shown above to meet requirements of the
C.A.A., in order that the 1unicipal fir Port may not be closed.
Considerin;7 the investment we have at the Municipal Air Port, this property
would have to be carefully guarded even if it was closed. Later,
possibly some arrangement can be made to employ air raid warning guards
at this location under the Qivilian Defense program.
lie shall appreciate your consideration and/or approval before
February 15, 1942. If more time is required, possibly an extension of
time can be secured. This is a defense an precaution and it ears best
P P
to meet it at once as requested by C.A.A.
Yours very truly,
Air Port Board
