54-12 358-683 The following report was made to the City Commission by Dr. C. A. Pigford, Director of City -
County Health Unit:
Dear Mr. Matthews:
Following a sanitary survey of the City of Lubbock khich was completed in June 1952,
recommendations were made on which a program for correction of defects was based. This
program has been faithfully followed by the City -County Health Unit insofar as its resources
would permit and much progress has been made. At this stage of the development and com-
pletion of the program, however, an impasse has been reached at certain points. This state-
ment will be explained below.
Item No. 1 of the recommendations was "The elimination of privies where sewerage
facilities are available." The status of work on this item as of December 31, 1953, was as
follows:
Total privies - sewer available - July 1952 1,255
Privies eliminated by sewer connection 1,137
In process of correction December 31, 1953 b0
Known hardship cases 31
Filed with City Attorney August 27, 1953 27
Per cent corrections 90.5
Per cent in process 4.8
Per cent known hardship 2.5
Per cent filed for court action 2.2
Privies remaining on sewered area 118
Privies in unsewered area from survey 594
Privies in area annexed 1952 & 1953 ( unsewered) 370
Total 1,082
Existing privies in unsewered areas are not especially germane to Item No. 1 but are
noted as an illustration of the overall problem.
The completion of Item No. 1 is dependent on a solution of the hardship cases and those
filed with the City Attorney. While they constitute only 4.7 per cent of the total, their
failure of correction constitutes an example affecting the morale of the program. I
Item No. 5 of the recommendations was "Elimination of and/or better maintenance of all
animal pou7iry pens in populous areas."
Sixty (60) Notices were given to owners of live -stock pens to clean up under the provis-
ions of the nuisance ordinance and sanitary code.
Twenty individual small pens were eliminated. Thirty animal pens were cleaned up and the
nuisance temporarily corrected.
Ten stock pen owners refused to clean up and eliminate nuisances and were not filed on
in court. Eleven hog -pen owners were given notice to move out of town. Two of these moved
out. Nine refused to move and were filed on in City Court under the hog zoning ordinance.
No correction had been made on December 31, 1953.
This program is hamstrung because of the lack of an effective city ordinance.
Yours truly,
/s/ C. A. Pigford
C. A. Pigford, M. D.
Director
City -County Health Unit
After consideration of Dr. Pigford's report, as set out above, it was unanimously agreed by
the City Commission to authorize suits to be filed by the City Attorneys Office to require
connection to the sanitary sewer mains where dwellings are being occupied as rent property.
54-12..359-684. Consideration was given the passage of a comprehensive, ordinance regulating the installation
of electric wiring, and establishing a new board of Electric Examiners. Messrs. C. M.
Anderson, E. L. Tarver, Doug Parker, Gene White and other electricians appeared before the
City Commission and entered into this discussion, the main topic of discussion being;
How many outlets to be required in each room of a dwelling; and
The size of wire to be required.
No action was taken by the City Commission on this date in regard to the passage of the
Electric Ordinance.
54-12-39-685 Mr. Matthews reported to the City Commission that the following letter has been received
regarding the turf research water conservation program which is proposed by Texas Technoloci-
cal College.

Mr. Steve Matthews
City Manager
City of Lubbock
Lubbock, Texas
Dear Mr. Matthews:
Reference is made to the bound proposal previously sent to you by this office, entitled
"A Program of Water Conservation at Texas Tech College."
You will recall that we have been in touch with Mrs Tom McFarland and with the Board
of Directors of the High Plains Water Conservation District, with the idea that a program on
turf research supported by the College, the City of Lubbock and the Water District can be
developed.
In the brief previously submitted, a five year program is projected and an annual budget
of $12,000 is set up. In accordance with the request of Mr. McFarland, we submit herewith a
revised budget covering a six year period rather than the five year period previously describ-
ed.
As you know, the contribution of the College will consist of the land to be used, the
services of Professor Elo Urbanovsky and others of his department, the use of equipment, and
the many other facilities which we have here. In addition to the contribution of the College,
the following funds must be made available as a minimum requirement for a program which will
produce anything of real value. It is our opinion that to cut the program any further would
impair the likelihood of securing substantial and significant results.
Tbg pC. o sl? l - - —
A cash contribution of $2,000 for this period will be required. It is proposed
that the High Plains Water District make this available. These funds will be
used for the preparation of seed beds, the payment of labor salaries, the installa-
tion of controlled sprinkler systems, and other things of a li4e nature.

Supplies, extension.. service to the public, 1,200.00

TOTAL $9,6o0.00
No cash refund are -available to the College for this project. It is, therefore, pro-
posed that the Board of Directors of the High Plains Water District and the City Commission
of the City of Lubbock determine whether they will support the project and to what degree
in each instance.

You will recall that the Board of Directors of the High Plains Water/District will meet

Office of Director of Development

Lubbock, Texas
Dear Bud:
Very truly yours,
/s/ Edward W. Smith
Edward W. Smith
January 26, 1954
Our board in its meeting of January 19 took under advisement again your proposal on the
Grass Turf Program.
We must say that it is certainly a worthy project and one that should be taken into con-
sideration as soon as possible.
It is the feeling of the board, however, that we are going to be unable to co-operate
on such a program this year as we are trying to get the District on a sound financial basis.
We are curtailing a lot of our own operation for the next 12 months to accomplish this goal.
We are very grateful for your considering us in this project and would ask that you keep
us in mind for the possibilities of suclAype of research at a little later date.
TM:FB
Sincerely yours,
/s/ Tom McFarland
