J. Hobgood, wherein Mr. Hobgood proposes to convey to the City 42,500 sq. ft. of a 15 acre triangular piece of property located south of the Clovis Highway in the southwest corner of Section 13, Block A, Lubbock County, Texas, for a consideration of $3500.00, was considered by the City Commission and motion was made by Commissioner Morris, seconded by Commissioner Davis, motion carried, Mayor Tripp and Commissioners Morris, Carpenter, Davis and Thomas voting Yea, none voting Nay, to REJECT the proposal. 5L.-12-302-609 The following report was made to the City Commission: Report: Last week, the Texas Highway Department advised the City that due to closing out of the jobs now under contract, they will have considerable personnel available to divert to office work on plans for 4th Street extension from Avenue "Q" eastward to the Idalou Highway. Under present conditions this portion of 4th Street will be in two projects. The first will be from Avenue "D" through intersection at Avenue "A" and eastward across the Panhandle & South Plains Fair Grounds, Mackenzie State Park and then across various tracks of land outside the City Limits to the Idalou Highway. The second project wilbe from Avenue "Q" eastward to Avenue "D" and include -the underpass under the Panhandle & Santa Fe Railwayuain line from Lubbock to Clovis, New Mexico. Because of changes in intersection plans of the first project, the City will be required to obtain a wider right- of-way in the vicinity of Avenue "A". The acquisition of this additional right-of-way will require a larger expedi.ture by the City then first planned and the following right- of-way has yet to be acquired by the City on this first project: (1) Lubbock Auto Co. Inc.- acquire 1096.58 sq. ft. (Proposal on this agenda) (2) `T. A. Gibson acquire 71.77 sq. ft. {3 Frank Hayden - acquire 453.76 sq. ft. (Proposal on this agenda) (4) Authcr Pierce - acquire 10.79 sq. ft. 54-12-303-610 (5) F. Johnston - acquire a portion of Lot 9, Block 16 and portion of out lard east of 0. T. and Sec. Line. (6) Panhandle & South Plains Fair Grounds - acquire 3.29 acres of land. The estimated cost of the right-of-way which is yet to be acquired on the first project is $5,000.00, exclusive of the 3.29 acres to be acquired off of the north side of the fair grounds. The Fair Association has advised they will expect payment for this right-of-way as well as for removing and rebuilding fence. The second project, 4th Street from Avenue Q to Avenue D. involves the acquisition of a strip 12.25 ft. in width off of J. A. Mullins property on Avenue H. His proposal requires re -arrangement of buildings and is complicated by the Highway Department require- ment of no driveways into this property from 4th Street. The Director of Public Works will.explain. , Many changes have been made on the third project, Avenue Q N.E., including the change from an Underpass to an Overpass of the Santa Fe Crossing. The estimated cost of the right-of-way yet to.be required on this project is $73,000-00- $200,000 in R.O.W. bond funds were voted in the 1952 Bond Election and sold in 1953. All of these funds are encumbered.except approximately $47,000. Since ithe total estimated requirement to complete the acquisition of right-of-way for the dispersal system is approx- imately $118,000, a deficiency of $71,000.00 plus cost of Fair Grounds right-of-way is apparent in right-of-way bond funds.
