P. Clifton, City Manager and City Commission of the City of Lubbock Gentlemen; As each of you well know, the Salvation Army in Lubbock has endeavored during each Christmas Seadon to collect funds which are spent in providing Christmas Cheer and food to needy families. By this means The Salvation Army has endeared itself to millions the world over with its unique activities, of which the Christmas program is among them. This program carries out the plan on which The Salvation Army has developed and has become a great power for good. It is a part of the Armyts re- ligious charitable program, and in our community is anticipated by some 700 families for this year. The Salvation Army has tried carefully and consistently to preserve the principles which sets the organization apart. This is what makes the Army as a whole what the world expects it to be. We cannot carry out our program locally without the money received from the Christmas Kettles and the additional funds received through other sources for various projects. To us, the Army Kettle on the corner in shopping districts of the cities of Christendom are as much a part of the Christmas spirit as is the shopping and good cheer generated by the people who anticipate with special pleasure the annual observance of our Savior's birth. As you know, our year-round work is financed partly from funds received from the Lubbock Community Chest, of which The Salvation Army is an original member, however., the Army's annual Christmas Cheer program must be separately financed fromuDney raised by the organization during the pre -Christmas Holiday period. The Chest funds are for regular operations and the Christmas work is extra -ordinary and cannot be financed by the Lubbock Community Chest. The Kettle I;ouse only requires six or eight feet, or ab-ut half the parking length of one automobile by the sidewalk. We desire to put the Kettle House in the 1000 block on Broadway between the alley, either in front of Levine's or the F. W. Woolworth store. This is the only booth we desire and will be put up late in the evening of December 2nd and will begin operation on the morning of December 3rd. We will continue to operate it, if approval is granted, through December 24th, at which time the booth will be removed from the street. In order that the sidewalk may be clear as possible we propose to erect the booth in such a way that it will sit in the street. We greatly appreciate the interest that the City of Lubbock and its people have shown in the Salvation Army before, and of the splendid cooperation that has heretofore been given to the Army by the City Officials of the City of Lubbock. May the blessings of the Savior be with ;,you during this Yuletide and always, and that the `:ew Year may hold for you many joys and great praperity. Very sincerely yours, Isl John W. Jordan Captain Comman di no Officer 5-14-366-802Preliminar7 sketches for proposed addition to the park department office on East Broadway were presented to the City Commission. The estimated cost of said proposed extension being $10,000.00 plus architectural fees, since there is only $10,000.00 in the Park Bond Funds the City Commission instructeii that the proposed addition to the building be reduced in size in order that the building construction I cost as well as the architectural fees may be included within the 4LO,000.00, now in this fund. •14-366-803 Motion by Commissioner Baker, seconded by Commissioner Carpenter, motion carried, Mayor Tripp and Commissioners Baker, Carpenter and Forrest voting Yea, none voting Nay, to authorize use of the following "Safety Pamphlet" by the Corporation Court. WHY TRAFFIC LAWS? Traffic laws are safety laws; their only purpose to make your city a safer and better place in which to live. It is the purpose of traffic fines to make people more aware of the fact that traffic law violations are a major cause of accidents, injuries, and death. Compliance with traffic (safety)laws is the civic duty of every one in a community. A GOOD INVEST101T If traffic fines make people drive more carefully, it is a good investment, because it may save a life. It is hoped that the payment of a traffic fine v.rlll be considered as an investment in fewer accidents with the accompanying property damage, injuries and death - an investment in a safer Lubbock. Consider for a moment some of the results of traffic violations in terms of death and accident-s. In 19540 2,431 Texans died in traffic accidents. In the same year there were 208,552 traffic accidents in our state, with an average cost of $680.00 for each accident. So the average fine which citizens pay is a lot less than the dollar cost of the average accident, to say nothing of the loss of life. Traffic officials have worked hard to set an equitable traf"ic fine schedule. But it is difficult to figure out just how much a threat to human life is worth. The seriousness of the violation is the basis for the amount of the fine. A serious effect on a traffic violation is thaL it is a mark against a persons driving record in the drivers license files. For repeated violations the state will suspend the F,rivilege to drive. Last year 4,940 motorist did not take their traffic fines seriously and lost their licences. YOUR COOPERITION IS NEEDED Remember, traffic laws are safety laws. They are for the safety of you, your family, and your neighbors. It is hoped that you will consider the receipt on the back of this pamphlet as the receipt for y ur investment in safety. The cooperation of every one is necessary to make your city a safer, better place in which to live. 55-14-367-804Notion by Commissioner Carpenter, seconded by Commissioner Baker, motion carried, Mayor Tripp and Commissioners Baker, Carpenter and Forrest voting Yea, none voting Nay, to authorize the Texas Technological College to hold a "Pigeon Shoot" on the Texas Tech campus from 8:30 A X. to 11:00 A.A.. yednesday, December 21, 1955. The "Shoot" is to be he, Wer the direction of the R.O.T.C. officers and City Police. The guns to be used to be 12,16 and 20uns with 6,7 and 8 drop shot perferred. The guns to be fired by the R.O.T.C. Cadets, The College campus to be closed to traffic during the hours from 8 o'clock A.M. until the shooting has been stopped. 55-14-367-805Motion by Commissioner Forrest, seconded by Commissioner Carpenter, motion carried, Mayor Pro-tem Baker and Commissioners Carpenter and Forrest voting Yea, none vo-4ing T:ay., (Mayor Tripp being absent from the meeting) to authorize a thirty day extension of time from January 1, 956 to Februaryl,1956, in order that the Gulf Oil Corporation may complete the removal of their Bulk Plant Warehouse from the 4th Street right-of-way at the intersection of Avenue 0 and 4th Street. This warehouse being moved to Avenue Q and Erskine Street. 55-14-367-806The following request was received from Yr. L. W. Rhodes. Shallowater, Texas 22 November, 1955 City Commission City of Lubbock Lubbock, Texas Gentlemen: letter to I would like to obtain, by lease or sublease, a strip of land along the North side of Section 17, A.P. Couch Block D-5 and Section 18, Block D-5, approximately 4,000 feetlong and 150 feet wide and an area next 12-19-55 to the highway large enough (7+00 ft. by 400 ft.) for a ramp and hanger. As I have been in business here for the past 11 years and will continue to have a permanent operation here, I would like to lease t-his land, for a minimum of 10 fears with an option to renew it at the end of that period. Also I v.ould have.to have permission in the lease to drill a small water well and to pave the runway, also any buildings built by me can be removed any time. I have been. informed by the present lease holder that he has no objections to this lease and has set $200.00 as his part of the lease which has 4 more years to run. I think this is a fair price to pay for his part of the lease. For the City'to approve the sublease and also the fact that after the 4 years are up the land would be lost because of the paved runway, I would pay 15.00 per year for the City's part of the lease. After the 4 years are up I will ;:ay the City of lease holder $200.00 per year thereafter. Thank you for your considerat}on. Very truly yours, Is/ L. W. Rhodes Rhodes Flying Service P. 0.
