Mr. H. P. Clifton
Lubbock City Manager
Lubbock, Texas
Dear H. P. ;
I am writing you on behalf of having a Turkey shoot on the city property out on the Littlefield
highway, I believe that Jimmy Whiteside has contacted you on this before this time.
We want to use a trap which will mean that shot -guns will be used. This will be for one day,
December tenth. The money, (if any) will be used for camping purposes for Boy Scout troop 9.
We would like -to have the shoot on top of the rim and not down in the draw. It is very important
that we receive an answer as soon as possible, in order for us to get out hand -bills printed before
Saturday.
We will be glad to cooperate in any way that you will want us to.
Yours very truly
Isl James halsey
Scoutmaster Troop 9

Commissioner Baker, motion carried, Mayor Tripp and Commissioners Baker and Carl enter voting Yea,

Hon. Kurrell R. Tripp
Mayor of Lubbock
Lubbock, Texas
Dear iIayor Tripp:
The committee composed of seven local Certified Public accountants, which you appointed on Laylbth
has given considerable thought during the past several weeks to out mission as presented in the City
Comm-ission's request for out appointment.
In reviewing the city's present syster. of accounts, we h._ve studied recommendations made in recent
audit -reports, talked with the auditors making the reports, and have held discussions with the City
Manager and City nuditor. The committee is cognizant of the improvements needed to bring the city's
accounting system up to date. These points, together with the folloi..Ing general statements, are pre-
sented as a means of clarifying the position of the committee prior to making its general recommenda-
tions.
A. 1. No recommendation can be made by this committee which will in anyway interfere with the
independence of the outside auditor in making his audit report.
2. The committee realizes that full responsibility for making changes rests with the City
Commission.
!1 3. The committee is cognizant of the increase in physical and financial requirements which might
result from. changes in the rresent accounts system.
4. It is assumed that changes will be made in accordance with a long-range plan.
5. Recommendations by this committee will, of necessity, have to be general in nature.
B. The following general recommendations were agreed upon by the committee as changes which
would bring the city's system of record keeping more in line ..ith current municipal accounting
procedures:
Recommendation No. 1
The city's system of accounts shov1d be changed or expanded to include at least the following
funds:
General Fund
Electric Utility Fund
Water and Sewer Fund
Fixed Assets Fund
Bonded Debt Fund
Sinking Fund -
Recommendation No. 2
Control should be maintained over Fixed Assets. An evaluation of Fixed Assets should be made
as a starting point. This change is necessary before an unqualified audit report can be given.
Recommendation No. 3
The present combination of Cash and Accrual Systems of record keeping for the city were
considered. The present system used by the city is a hybrid one, and is not the most desirable.
'vie feel that steps -should be taken to develop a more desirable one as soon as is feasible.
Recommendation No. 4
The entire cost of paving in the city should be capitalized. This would include the taxpayers'
portion of the cost as well as that of the city.
Recommendation ivo. 5
Immediate steps should be taken to start changes in the accounting system which will bring the
records in line with modern Municipal accounting procedures. These steps should be continued
as expenditiously as is permitted so unqualified Audit Report will be possible.
Members of the committee are aware of the rapid growth of the cit-,of Lubbock and the problems
which inevitably arise from such growth. These problems are reflectedl.nd become a part of the
record keeping. We feel, therefore, that steps should be taken as rapidly as possible to modernize
the accounting system and bring it in line with the other modern and progressive functions of the
city government of Lubbock.
Respectfully submitted by

After consideration of said report, the following recommendations were presented to the City
Commission as to adoption of said report.
Alr. Joe Cassel C.P.A. and I have reviewed the recommendations outlined in the letter of __over;ber
4 received from the committee of C.P.A.'s appointed by the City Commission to review and make
recommendations regarding changes in the City's system of accounting and record keeping. The
committee made five general statements which formed a predicate on which they i..ade five recorr_endatioRo.
Four of these recommendations were specific, although somewhat general in nature. The fifth recommen-
dation was general and recommended that the first four, as well as any other needed changes that
might be further determined, be installed as soon as possible.
In order to give you a tentative time schedule for the accomplishment of these four recommenda-
tion.-: referenced above. Mir. Cassel and I have discussed at length the recommendations in light of the
accounting department staff and available space. It is our opinion that recommendation No. 2 for a
control over fixed assds be accomplished first and corruenced immediately. To do this job will require
an additional clerk and part of the time of a supervisor. This can be set up and operating within
a period of some four to six months. Recommendation No. 1 for a change to Fund Accounting installing
a minumum of the six funds outlined should receive next priority. It is our thinking that preliminary
steps for this basic chan,,e should be started in the spring and sum er months for a change -over
date of October 1, 1956.
Recommendation No. 3 outlining an accrual system of accounting instead of the present system of
joint cash and accrual accounting is, in our opinion, to be considered after the Fund Accounting
has been installed in the fall of 1956 and is working smoothly.
Recommendation No. 4 asking that the entire cost of paving be capitalized replacing our present
system of capitalizing only the City's actual cost, is now being accomplished and will be made
retroactive to the beginning of the City's fiscal year at October 1, 1955.
This rel:ort is made to inform you of the prospective long-range program: to accomplish the
changes recommended.

CITY SECRETARY -TREASURER
55-14-355-773 The following letter ir.a3 received from the Lubbock Cotton Oil Cor:pany.
Lubbock, Texas
October 11, 1955
Mr. John L. Scott, Assistant City Engineer
City Hall
Lubbock, Texas
Dear Kr. Scott:
To further our conversation about the land you are wanting -from us to make Quirt a street, we would
like to give you the following information on how this would hurt our feed pens. As you know your
letter to proposed plan would completely kill two of our pens, and would almost ruin two more. The revenue on
Cittr Eng. these two pens along amounts to a little more than $2,000.00 a year from pen rental and manure sales.
11111-30-55 Too, because of new zoning regulations we cannot replace these pens.
We very m u.:h would like to trade you the land from our feed pens for adjoining property you own just
north of our mill office. Since we understan., the railroad will not allow a temporary road built east
of the overpass going across the railroad tracks, we would like to get the 35 feet on 16th Street
extending north to the railroad right-of-way. If you do not let us have this 35 feet, the 8,634 square
feet would be of very little value to us. There is no trackage on your land, and we do not think it
would be worth much to anybody other than ourselves.
We want to be fair in working out a trade with you, but we think you should consider trading with us
the approximately 15,000 square feet of land just north of our office for about 88,000 square feet
of our feed pen land.
Yours, very truly,
LUBBOCK COTTON OIL CCIITkNY

:55-14-357-776 The following plan as to establishment of a Juvenile Court was presented to the City Commission:
PLAN 1. This plan as indicated by Page la of the brochure distrubuted by the City Attorney, is an
outline of the procedure to be followed where the Corporation Court Judge undertakes this work. No
provision is made in this plan for including within its operation other persons than the Corporation
Court Judge, the usual court personnel including juvenile office_-s or probation officers.
PLAN 2. Beginning at page 1 of the brochure is a narrative statement of the Dallas "Juvenile Court",
which uses selected high school students to actually operate the court which is built around the
Corporation Court Judge. It is understood that in the actual operation of this court, the Corporation
Court Judge acts as a supervisor, and while the usual Court Baliffs are present, the selected
high school students in fact conduct the proceedings.
From a study of either plan it is obvious that in order to make it effective, there must be adequate
personnel for the purpose of keeping records, notifying parents, and makinC, refe.•rals of offenders to
a probation officer who should be in attendance of the court, a traffic training officer, and others
so that the necessary follow-up on each case will be made.
The City- Attorney has talked t o 'Er. Abbott, a member of the Traffic Commission, and also Judge
Heaton, who is now studying the possibilities in the Dallas Plan. Mr. Abbott feels that the Traffic
Commission is especially interested in son e form of a juvenile Court as :-i educational and
preven+--tive measure.
The above proposal was taken under advisement for consideration at the next regular meeting of the
City Commission.
55-14-357-777 Motion by Commissioner Bak,:r, seconded by Commissioner Carpenter, motion carried, Mayor Tripp and

55-14-359-781 The following request was received from Lubback Bus Co.
November 21, 1955
Yr. H . F . Clifton, City Iianager
City Hall
Lubbock, Texas
Dear Er. Clifton:
On September 6, 1955 a new state law increasing motor fuel tax became effective. All transit
companies are exempt from this tax increase if they meet certain requirements. Our company meets all
requirements with the exception of one, this being payment of a gross receipts tax to the city.
The fuel tax increase is 1¢ per gallon on both gasoline and butane. Our present consumption of motor
fuel is approximately 15,000 gallons per month, which has resulted in an additional tax expense of
approximately 3150.00 per month.
Approximately two _ears ago the City of Lubbock suspended collection of the 2% gross receipts tax
from this company.
At the present time our gross revenue is approximately $18,000.00 per month. r:e would like to request
that the City Commission approve a gross receipts tax of one tenth of 1% retroactive to September 6.
This would make us eligible for refund of 1¢ per gallon fuel tax on all fuel pure-,ased since th .t
date.
If there are any questions pertaining to this action that I might answer please call me aL your
convenience.
Very truly yours,
LUBBOCK BUS COMPANY
Isl J. A. Fortenberry, Jr.
President
After consideration of the above request it was unanimously agreed by the City Commission to
authorize the City Attorney to draft an ordinance for the City Commission to consider at the next
meeting, to authorize a charge of 1/10 of 1% franchise tax to be made. The Bus Company to be
requested to pay all expenses connected with this ordinance publication.
