YONUTE ORDER LUBBOCK COUNTY District No. 5 do hereby officially certify that the above passed by the City Council of the City of Is/ Lavenia Lowe City Secretary, City of Lubbock Page 1 of 2 pages WHEREAS, in LUBBOCK COUNTY, a representatives of the local governmental agencies and civic organiza- tions in the City of Lubbock have requested the designation of an expressway loop around the City of Lubbock and have pledged a minimum of 3001 right-of-way for future construction to expressway standards; and WHEREAS, the rapid growth of the city during recent years and the anticipated future growth and increase in traffic volumes, establishes the future need for a loop designation around the city in order to provide an adequate facility for the interchange of traffic between the various highways and all parts of the city; and WHEREAS, the future construction of an expressway loop with appropriate interchanges will provide adequate service for present and anticipated future local and through traffic on present U.S. Highway 62 southwest of Lubbock and thus eliminate the need for the relocation of U.S. Highway 62 to a connection with the circle south of Lubbock as contemplated at the present time; and WHEREAS, the anticipated future growth and rapid expansion of the area around and adjacent to the City of Lubbock where a loop would be located requires that in order for right-of-way to be obtained within economical bounds, immediate steps must be taken for the protection or acquisition of right- of-way for proposed future improvements. NO':, THEREFORE, IT IS ORDERED that a loop be designated around the City of Lubbock on location to be approved by the State Highway Engineer and the State Highway Engineer is directed to proceed with such location studies as may be required to establish the proposed location and right -of-way requirements and when officially requested by the local authorities to also furnish the governmental agencies in- volved with deeds for a minimum of 3001 night -of -way for the ultimate construction of a minimum four lane divided facility with controlled access at a total estimated cost of $12,000,000.00. IT IS UNDERSTOOD that the purpose of this Minute is to provide for long range planning and the protection or acquisition of right-of-way for future improvements with the understanding that funds are not now available for construction and may not be available within the immediate future. It is anticipated, however, that funds will be available from future programs of work for the construction of this loop by sections connecting with at least two primary or State highways in an orderly fashion as increased traffic volumes demand and in proper sequence with other needed construction work. It is also understood that the first stage of improvement will be on the section from Avenue Q to present U.S. 62 at or near the southwest city limits of Lubbock and each successive stage of development thereafter will be in a clockwise direction with each project providing a connection between two or more highways. This Minute shall become operative upon acceptance by the proper officials of Lubbock County and the City of Lub1.ock and if not accepted within 120 days, it shall be automatically cancelled. Minute Number 38792 Date Passed September 20, 1955 Letter signed by Mayor Tripp in this regard to the Highway Department. October 21, 1955 Mr. S. C. McCarty, District Engineer Texas Highway Department P. 0. Box 771 Lubbock, Texas Dear Mr. McCarty: Reference is made to your letter of September 22, 1955, transmitting a copy df Minute Order No. 38792 passed by the Highway Commission on September 20, 1955, providing for the future construction of an expressway loop around the City of Lubbock, Texas. The City Commission in regular meeting on October 202 1955, passed the resolution accepting Minute Order No. 38792 for the construction of the expressway loop with a minimum of 300 ft. right-of-way. It is the understanding of the City Commission that the order of construction can be altered to meet the demands and will not necessarily have to proceed in a clockwise direction but will be based on future needs. It is believed the above is a reasonable approach and will insure the City as well as the State of the maximum benefits from the expressway. Yours very truly, /s/ Murrell R. Mayor j City Commissioners City Hall tic Lubbock, Texas Dear Sirs: If you will note by the records, we own the east of Lots 9 and 10 and the east half of the south 15 feet of 11. When the City of Lubbock widened 19th Street, we gave without protest something like fifteen feet to make the street wider. It shortened our property but we were glad to see the city progress. We have two brick veneer houses facing the street. During the excavation for the street, the front yards of these houses was lowered and the dirt moved away from the foundations and left them exposed. On the west house, this has caused considerable damage and the bricks are pulling away from the house. it is in a dangerous situation and needs immediate attention. We feel that the City of Lubbock shot.ld look into this matter and repair the damage done to the property. Please give this your im.-ediate attention, and thank you very much. Yours truly, /s/ George McCraw Isl Mable McCraw After consideration of the above claim, motion was made by Commissioner Baker, seconded by Commissioner Forrest, motion carried, Mayor Tripp and Commissioners Baker, Carpenter and Forrest voting Yea, none voting Nay, to authorize payment to Mr. and Mrs. ReCraw in thr amount of $612.00 as full and final settlement of the claim as set out in the above letter, upon receipt of a full and complete release from said property owners.
