Forrest, Jr. 55-14-157-300 The meeting was called to report on recent meetings of the Canadian River Authority and advise those attending of the status of the Canadian River Project, Mr. Robert Maxey, Chairman of the Canadian River Authority and one of Lubbock's representatives to the Authority gave a brief history of the actions of the Authority to date. He advised of the passage of a Bill by the recent State Legislature permitting Federal Financing of the project and that the Authority had requested the U. S. Bureau of'Reclamation to submit the Federal Plan of Financing. Mr. Maxey related that the Federal Government would probably require, according to Bureau of Reclamation advice, that Ad valorem taxes secure contracts for purchase of water from the project and that the water cost would be determined when the project was completed and all costs known. The group was advised that. in a meeting on June 27, 1955, that the City Officials of Amarillo indicated that it was .probable that Amarillo would not be interested in participating in the project. With this possibility in mind the Authority has been investigating the possibility of sale of surplus or dump water to industry and the Lubbock Chamber of Commerce appointed a committee to encourage such sales in the Lubbock area. Since the Authority plans to inquire of each member city at the next meeting whether or not they would be willing to present the proposition of entering into a contract with the Authority for the purchase of their water requirement at $.22 per 1000 gallons to its citizens in an election, the Authority representatives from Lubbock requested 4 recommendation from the Water Resources Board in this regard. Motion was made by Chas. A. Guy, seconded by Dr. D. M. Wiggins, that the Lubbock Water Resources Board recommend to the Lubbock City Commission that Lubbock's Delegates to the Authority be instructed to report to the Authority that Lubbock would call an election to refer the proposition of entering into a contract with the Authority for the purchase of the specified amount of water at $.22 per 1000 gallons regardless of whether Amarillo took similar action. The motion carried unanimously. Motion was made by City Commissioner Forreut, seconded by Commissioner Baker, to accept and endorse the recommendation of the Lubbock Water Resource Board.
