55-14-24-43 The following report from the Zoning Board of Adjustment was given the City
Commission
Zoning BOARD OF ADJUSTMENT CASE NO. V-005 - Application of Leland D@ Payne
for a Variance, which would allow the continued location of a sign board on
the east property line of Lot 9, Block 1, Highland Place AddiOm to the City
of Lubbock, Lubbock County, Texas (3kth Street and Orlando Avenue, 4025 34th
Street). This sign is in violation of the Zoning Ordinance in that it is
closer to the street than the residences on the east side of the sign. It is
required that the sign be as far from the street as the fronts of the
residences.
The Board did -not find suffucient justification for the granting of the requested
Variance under the law.
ZONING BOARD OF ADJUSTMENT CASE NO. V-006- Application of R.D. Barnett for a
Variance, which would allow the construction of a canopy and sign on the front_
of a building, the property being the west 30 feet of Lot 10, Block 2 of the
Nislar-Key Addition to the City of Lubbock, Lubbock County, Texas and being
in an "F-1" zoning district, requiring a 43 foot building front setback
(2259 34th Street). The Ordinance provides that nothing but parking area will
be in the 43 foot setback area. This is a cleaning shop next door to a building
that existed before the property was zoned "F-111.
The Board dismissed this case due to the fact that no person appeared to present
the reasons for the requested Variance.

Contract provided that the City of Lubbock was to furnish water for testing and

available at that time from the City wells then under construction. Water in this
item was procured from a private irrigation well through the general contractor.
(2) Labor for box used in load bearing test for concrete pump brackets. This test 18.97
was required in order to determine whether or not several observed hair cracks in
these beams were of such a nature as to cause failure. Test revealed that beams
would adequately support the pump load.
(3) Galvanized iron cover for future pump opening. This temporary opening was 4.50
made to provide additional access to submerged pumps.
(4) Extra labor required to connect 12" and 14" discharge lines to e-xisting 95.67

Nay, to approve and authorize change order No. 1 to contract of R. B. Hodgson and
Co. for construction of 50 Street Trunk Main, G.W.O. 1078, contract of March 10, 1955.
Net amount of this change order is to add $3,106.20, to said contract, and being
occasioned as follows:
Attachment to Change Order No. 1
R.B. Hodgson and Company's
Contract of March 10, 1955
General Work Order 1078
50th Street Trunk Main
Breakdown of Change
1. Add - 340 linear feet of 24" V.C.T. sewer pipe in 17 - 18 foot cuts at 6.93 per
foot
$2,356.20.
2. Add - 250 cubic yards of sand at 3.00 per cubic yard 750.00
Total this change $3,106.20
Reason for this change:
1. The Lubbock Independent School District purchased the property across which
the west portion of the trunk main in the alley between 58th to 59th Streets would
be laid. They plan to close this alley and build a school at this location,
consequently it is necessary to relocate the sewer line that was proposed for this
alley. The line will be placed in the alley between 59th to 60th Streets which will
require 340 more fey t of sewer pipe.
2. Due to the depths of cut and type of material available for backfill on part of
the line in Col3.ege Avenue, it is desirable to backfill around the pipe with
granular material which has to be hauled to the job -site. This material cost the
contractor $3.00 per yard and he is placing it at no additional expense to the city.

Reservoir in Northwest Lubbock County near Shallowater, Texas, under W.W.O. 6689. Total
amount due under this contract $581,232.57, less payments previously made - $50,850.00.

Mayor Tripp and Commissioners Baker, Forrest and Thomas voting Yea, none voting
Nay, to approve and authorize payment of final estimate in the amount of $1,300.95
to Peerless Pump Division for furnishing one five M.G.D. and 1 eight M.G.D. pump
and motor for the low service pump Station located in Northwest Lubbock County,

1955, approval was given to pay the contract in full except for $62,989.20, said
amount to be retained until the water line was cleaned. This work has been completed
and additional amount of concrete work was done at the direction of City Engineer,
W.B. Holmes, which increased the final payment to $3,245.20. Original contract price,
$627,019.98, the final contract price being $625,720.35.

REGULAR MEETING Lubbock, Texas
April 14, 1955
The City Commission of the City of Lubbock, Texas, met at 1:30 P.M. in continued
regular session at the regular meeting place in the City Hall, the following members
thereof being present to -wit; said meeting being continued from the meeting of
9:30 A.M. on this date.
Mayor Murrell R. Tripp, Commissioners Lennis Baker, Hurley Carpenter, S.S. Forrest,
and Lucian Thomas) City Manager Steve Matthews, City Attorney Vaughn E. Wilson,
City Secretary -Treasurer 'avenia Lowe.
Absent: None
55-14-33-69 a Motion by Commissioner Forrest, seconded by Commissioner Carpenter, motion carried,
Mayor Tripp and Commissioners Baker, Carpenter, Forrest and Thomas voting Yea,
none voting Nay, to authorize $60p000.00 in special water works system reserve and
retirement funds to be placed on six months time deposit at the Citizens National
Bank at a rate of 2 1/2% interest.
55-14-33-70 a There was discussion of repaving and widening of East Broadway from Date to Zenith
Avenue but action was deferred.
55-14-33-71 a The following representatives of the Lubbock City -County Board of Health appeared
before the City Commission in regard to expansion of the Public Health Program:
Dr. 0. Brandon Hull Albert Ohlenbusch
Dr. John B. Rountree Mrs. Hill Baggett
Dr. James Reynolds Dr. C.A. Pigford
Mr. H.W. Phillips, consulting architect with the State Board of Health of Austin,
Texas, also appeared for this discussion. Said local Health Board recommended to
the City Commission that the City of Lubbock and County of Lubbock share jointly
with the State of Texas, the cost of re -erecting a new City -County Health Center.
Said building to cost approximately $400,000.00 and to be built under the
Hill -Burton Act which provides funds for the re-erec::ion of hospitals and health
centers in the State of Texas. Under said Hill -Burton Act certain funds are
allocated by the State for 50% participation in the total cost of the building, the
equipment and site. The other.50% of the cost would be shared equally between City
and County. The City -County Health Committee further recommended that a letter be
sent to the State Health Officer at Austin, Texas, stating that the City of Lubbock
and County of Lubbock will participate in such a project and requesting that State
funds be allocated for said Health Center. Said letter to be signed by the County
Judge and the Mayor of the City of Lubbock. The Committee stated that such a letter
would obligate State funds but would not bind the City and County provided the City
and County later decided that the project is not feasible. The City Commission
accepted the report given by this committee and deferred any further action until the
City -County Health Committee has presented the proposal to the County Commissioners
Court.
55-14-33-72 a Mr. Vernon Behner, Certified Public Accountant of the firm Behner & Kelly,
Certified Public Accounts, appeared before the City Commission and presented their
audit report of the City's accounts for the fiscal year, October 1, 1953 through
September 30, 1954. After consideration of the report, motion was made by
Commissioner Thomas, seconded by Commissioner Baker, motion carried, Mayor Tripp
and Commissioners Baker, Carpenter, Forrest and Thomas voting Yea, none voting Nay
to authorize acceptance of the Audit and authorize final payment in the amount of
$3,920.00 to this firm. Total cost of the Audit, including this final payment, is
$92420.00. There followed comments regarding specific recommendations in the audit
report. It was stated that due to the rapid growth of the City and the many complex
accounting problems resulting, more detailed records should be considered in some
of the operating departments. Due to the increase in size and bookkeeping volume in these
departments, consideration should be given to establishing separate journals and
ledgers to record the accounting detail. Specific examples were cited in the Water and
Electric Departments. As these recommendations were of a nature to require professional
advice and it was recognized that a great amount of choice existed in the expansion of
the present system, the City Commission requested that Mr. Behner obtain from the
Lubbock Chapter of Certified Public Accounts a list of its members, at which time the
City Commission will give consideration to the appointment of a committee to advise
with the Commission on changes to the Accounting System.
