55-13-522-A-878 LUBBOCK CITY -COUNTY WELFARE DEPARTMENT
POLICY STATEMENT
The Lubbock City -County Welfare Department is a tax -supported family agency estab-
lished to meet the financial needs of the resident, unemployable person, or the
resident family without an employable nember who is verified to be needy indigent.
Verification of need is determined by taking into consideration all resources
available to the needy individual or family, such as those listed below, and com-
paring these with the total basic expenses.
(1) Earnings of all members of the family group
(2) Allotments or allowances from the Military
(3) Veterans's benefits
(4) Veterans's death pensions
(5) Insurance (time loss, sick benefits, annuities, etc.)
(6) Payments from other social agencies, including:
(a) Old Age Assistance
(b) Aid to Needy Blind
(c) Aid to Dependent Children
(d) Unemployment compensation
(e) Social Security payments, etc.
(7) Regular contributions
(8) Ability and willingness of relatives to assist
(9) "Credit", in cases of the temporarily needy indigent
(10) Availability of employment
(11) "Abilities" or "capacities" of the needy
(12) Real property not furnishing shelter
(13) Personal property which is liquidable
(14) Income from any source
The existance of other sources of income does not prevent the giving of supple-
mental assistance when the need indicates. There is obtained a knowledge of the
minimum requirements of the family for food, shelter, medical care, and any other
basic needs. A standard budget chart serves as a guide for the amount allowed in
meeting needs. The actual maximum grant of assistance is subject to the annual
budget approved for the Department by the County Commissoners' Court and City
Commission. Present available funds make it mandatory to use a standard far below
that accepted by the State and Federal assistance programs or that of the Military
subsistence allowances. In cases of the dire needy indigent aged or invalid per-
son, convalescent home care is furnished. Hospitalization is paid for the medi-
cally indigent in emergencies threatening "life or limb".
Every effort is made to stimulate an attitude of independence through encouraging
the needy person to develop his own resources. The aim of our giving general
assistance and services is to aid those persons, who can be so helped, to become
self-supporting and to assure those who cannot become self-supporting the oppor-
tunity to maintain a healthful standard of living. General welfare clients are
encouraged to maintain and strengthen the unity of the home.
The prom t determination of need and granting of help is in the interest of the
general welfare; delay may lead to increased troubles and problems which are more
expensive in the long run.
Human dignity is respected and the rights of the individual never lost sight of
when we give help to the less fortunate. Public funds are safeguarded in the
interest of all people through the operation of a well -planned program based upon
sound social work practices by trained and experienced personnel

Mr. J.H. Splawn Jr. appeared protesting the paving of Indiana Avenue from 35th Street
to alley S. of 36th Street. Mr. Splawn stated he was opposed to paving because the
building line ordinance, set by the City of Lubbock, had decreased the value of his
property and because of this he is unable to sell and he feels that the paving would
not increase the value of his property by the amount of the paving assessment.
Mr. Charles D. Stephens appeared in favor of the paving of Elgin Avenue from 42nd
Street to 44th Street.
Mrs. Fern Cone and Mrs. Preston appeared protesting the paving of Boston Avenue from
2nd Place to 3rd Street. They stated that the cost of paving was more than the increase
to value of their property.
Mrs. Fern Cone appeared protesting the paving on 3rd Street and Santa Fe Drive. She
had appraisals to support her claim that the cost of paving improvements were more
than the increased value to the abutting property.
None of the abovementioned property owners protesting the paving of streets and
avenues contained in this project, except where stated, said that the proposed
assessments were in excess of the special benefits to their property which would be
derived from the paving improvements.
After the hearing the following changes in the paving program were authorized.
Paving unit 1682 - 3rd Street and Santa Fe Drive from 2nd Place to Boston Avenue and
paving Unit No. 1673 - Boston Avenue from 2nd Place to 3rd Street were erroneously
included in the public notice of the hearing and in the contemplated ordinance as
well as in other proceedings. Therefore, no assesment shall be made against the
property contained in paving Unit No. 1682 abutting 3rd Street and §anta Fe Drive
from 2nd Place to Boston Avenue and against the property contained in paving Unit No.
1673 abutting Boston Avenue from 2nd Place to 3rd Street. The City Engineer is
hereby directed to delete and/or omit the engineer's assessment rolls for Units No.
