The City Commission to determine at a later date how -many additional copies of the codification will be required by the City, also the price to be charged for said Ordinance Codification. The letter proposals of Michie Company are set out belowr 7 December 1954 Honorable Vaughn E. Wilson, City Attorney, City Hall, Lubbock, Texas, Dear Mr. Wilson. - Thank you for your letter of November 30. It was a pleasure to hear from you. We are going to make a concession insofar as the Lubbock City Code of Ordinances is concerned. Our proposal was sent to you in contract form on April 25, 1950, some four and one-half years ago. Editorial costs and manufacturing cost have, of course, increased during the past five years, and would well warrant an increase in the proposal originally submitted. We have done quite a bit of City Code work in the State of Texas. At this writing, we are doing the editorial work on the Austin, Texas, Code. Under these circumstances, and assuming that you can authorize us to begin work on the Lubbock ordinances within the very near future, we have concluded to renew the same proposal that we submitted nearly five years ago. To summariae, we will do all of the necessary editorial work of codifying, classifying, editing and indexing the ordinances of a general and permanent nature. We then will bring the completed manuscript to Lubbock fqr a review with you, or we will defray your expense to Charlottesville, Virginia, for this purpose. After you approve the manuscript, we then will set it in type and print and bind for you 200 copies of the completed Code. of For all/this work we will fix a base price of $4750.00. This price will anticipate a Code of not more than 250 printed pages. For each page over and above 250, we would fix a price of $7.00 per page to cover the extra editorial work and extra typesetting and printing-. I call your particular attention to the fact that in 1950 the above price anticipated a Code of only 200 printed 'pages. We are now willing to let the price cover the cost of a Code up to 250 printed pages. The'Codes can be bound with a permanent binder or they can be prepared in looseleaf form, as you desire. We would suggest that about 150 be put in permanent binders and the remaining 50 copies be put in looseleaf binders, primarily for use by the city officials. The permanently bound copies are better for sale to the public generally and to the lawyers in practice. You will see from the above that actually we are submitting a more favorable proposal at the present time than we did some five years ago. We are giving you the full benefit of the fact that we'have worked extensively in the state of Texas and also the fact that we are now preparing a new Code for the city of Austin. Kindly let me hear from you at your earliest convenience. A self-addressed envelope is enclosed. With kindest regards, I am CWS:ACR Encl, Honorable Vaughn E. Wilson, City Attorney, Lubbock, Texas.` Dear Mr. Wilson. Sincerely yours, /s/ Chas. W. Sublett Chas. W. Sublett, President 28 December 1954 Thank you for your letter of December 23, Our offices have been closed for the Holidays " were reopened this morning. This has been my first opportunity to reply to your letter. Answering your inquiriest I Will say that the price we have quoted you includes the taking of pictures of the ordinances, or making copies thereof for our editorial use. All you will have to do will be'to haft the ordinance books forwarded to our home office and we will take pictures of all needed ordinances and will then return the ordinance books to you unmarked and undamaged. Your ordinance books will be in our possession for a period of about three to five days. We will also agree to pay the delivery charges of the completed copies of your new City Code. In other words, the price quoted would include the shipping charges and we will deliver the finished volumes at the City'Hall in Lubbock. About all the City Attorney will be required to do will be to review the completed editorial manuscript with our Supervising Editor. This conference may be held either in Lubbock or in our home offices here in Charlottesville, Virginia. If you choose to come here, we will pay your expenses. I believe this answers all of the inquiries contained in your letter. I might point out that we are preparing our editorial schedule which will become effective during the early days of January. For this reason, it would be highly advisable for you to present this proposal to your Council at the earliestp®ssibla time. Kindly wire me, collect, as soon as a decision is mtade'so that this codification may be put on the above -mentioned schedule. Couch H. P. Clifton SUBJECT: I.B.M. About a year ago we began 'investigating the possibility of improving our billing system in our Water & Light Utility Office. Daring this period we have had several proposals presented and explained to us by representatives of Accounting Machine Companies. These were - - International Business Machine Company, the Addressograph Corp., National Cash Register Corp., and the Burroughs Company. We have considered each of these proposals separately, and in some cases a com- bination of two of these companies. Where we considered a combination, we had representatives from both companies present to explain how they could jointly serve us best, These proposals were generally on three billing plans - - (1) A ledger plan that .are are now using, (2T A_Stub-Accounting plan that is a Semi -Machine Accounting plan, and (3) a tabulating and electronic accounting plan. The tabulating plan is the most modern accounting plan, and has these advantages: 1. Information is available for statistics on rate studies etc. that can be obtained from any other system only at greater costs. Even though we will use this information rarely, it is readily available. 2. Tabulating equipment lends itself more readily to rapid growth, or account- ing growth. 3. While we investigated primarily for utility billing, other departments can be added to this type of accounting easily., 4. Unit cost of accounting with this plan decreases with volume, while other systems either remain the same or increase with larger volume. We investigated three users of I.B.M. equipment from a critical view point as to efficiency, -cost advantages, and disavantages. They were Pioneer Gas Company, the City of Amarillo and the City of Austin. While there were some difference of ©pinion in two of these concerns, the majority of the people we talked to agreed that (1) I.B.M. was better than the system it replaced, (2) that there was not any saving in cost. They were spending as much or more than formerly, (3) that records were better and more information was instantly available, (4) that given an opportunity to "second-guess" they would make the same change to I.B.M. As a result of this investigation we believe that the I.B.M...System is best for the City of Lubbock, and that this system should be installed early in the next fiscal year. An initial outlay of approximately $100000 will be required to make this change. This amount will be necessary to provide files, desks, freight on equipment, training of personnel, and additional labor during the transition period. After the installation period, the cost would remain approximately the same as our present system. If this- change is to be considered we should have a decision in the next few weeks so a training program can be initialed this year. We propose to spend $700.00 for the initial cost during the.fiscal year as follows: (1) To pay tuition for as many of our present employees as will agree to enroll in an I.B.M. course at Texas Tech during the next Sring Semester. (2) To send, supervisor of the department to Dallas and Amarillo for a two weeks training period at each place. This advanced training period will be necessary to make the transition period as smooth as possible. Much advanced planning by the supervisor will be necessary before the actual change takes place. We propose to use present employees except for one trained I.B.M. machine operator. The City Commission considered the installation of I,B.M, equipment in City of Lubbock Water and Light Utility Office as set out in the above -memorandum and the matter was taken under advisement. 55-13.•4294706 Bids as follows were received for purchase of 100,000 pounds # 4/0, 40,000 A, and 102000 lbs. # 1/0 Aluminum conductor wire, 175,000 lin. ft. #4 Triplex and 30,000 lin. 55-13-445-735-awarded ft. #4 Quadruplex, less trade-in of 45,000 pounds #2 and 35,000 pounds A. 7 strand aluminum conductor being Bid No. 807. 1OOP90O lbs. #4/0 ACSR 40,000 lbs. #4 ACSR 109000 lbs. #1/0 ACSR 175,000 Lin.
