BATES 19ITT Lubbock, Texas October 29, 1956 City of Lubbock Lubbock, Texas Attention: Mr. H. P, Clifton City Manager Dear Mr. Clifton: I have recently built an addition to my home at 3306 College Avenue and I an using this addition as my office. The attached plot will shoh.ou the exab location of this buildin{. There is a drive from the alley between Piggly Wiggly parking lot and my offi a which leads to a pay window, which we use for delivery of our work. In my opinion this same drive and pay window would make a wonderful place for utility customers to pay their bills. It will be a place where all utility bills can be paid with one check and your customers will not have to worry about parking space or tle present inconveniences. C k This is a central and convenient location for thousands of utility customers. Women will not have to dress for a trip to town and the bills can be paid from car to drive in windo:o or come -in office while shopping at Piggly Wiggly. We will have direct phones to utility companies, we will give customers receipts for payment and we will make a detailed report to utility companies at the end of aach day's business and remit; ;payment with the report. This report will show receipt number, name, address, amount pai# and re- marks. Your report will only show your collections and will rd show for collection of the others. All of this information will be taken from our master collection sheet. We will submit a copy of this report for your inspection. We will make bond in sufficient amount to cover the collections and will carry public liaility and property damage insurance so that the utility companies will have no liability. We will in- corporate utility collection agencies and make sufficient cash deposit at the bank to cover and bad checks returned.or expenses we might have. We will employ the armored service to make our daily deposits and your daily report and payment will be delivered by them or by mail or in persoR7in any manner you re;uest. The cost of this service will he ;.'700.00 per month, payable monthly. This cost to be split equally to each utility company. We want all four utilities to subscribe and if this is done the cost will be only "175.00 to each. It will cost us as much to cilect for one utility company as it will for all four. This cost includes cashier's salary, rent, taxes, utilities, phones, janitor, supplies, and bookkeeper-5 salary. Should it develop to where a second wdndow is needed, additional, cashier's salary will be added to the cost after discussing the matter with each of you. As the matter of bad checks may be important and to protect ourselves, we will run the checks through the bank two times and if they are still bad, we will charge you your proportional part; however, when a check is made good, we will remit this amount. You will have no additional cost and you are to supply nothing except to give our cashiers and manager any instructions required and to advertise the service at your expense. If you are interested in this convenience to your customers, please let me know as quickly as :_ossible, as we would like to start ti.is ct(:: the first of the year and it will take us some time to work out all thg6etails, I am, Yours very truly.
