Mr. John T. Hickerson
City Engineer
CITY OF LUBBOCK
Lubbock, Texas
Dear Mr. Hickerson:
July 21, 1956
On December 11, 1954, the City of Lubbock and Texas Tbchnological entered into an agreement which, in
part, gave the City of Lubbock permission to tie onto the existing sanitary sewer for sertee to the
Auditorium and Coliseum.
As discussed with you several weeks ago, we wish to report that the college had to re-route the sewer
line due to the construction of the new gymnasium. It was felt by all that the sewer with the exist-
ing load.should be increased to 12 inches. The total cost of the line based on a price of $1.90 per
foot and the three required manholes was $2,397.70.
We feel that the re-routing of the sewer and the increased size were necaBary and that the City and
College should share the expense on an equal basis of $1,198.85 each.
We shall be grateful to you if you will call the attention of the City Commission to the expenditure.

The following recommendation was received from Doug Blackburn, Distribution Engineer, of the City

CITY OF LUBBDCK
MEMORANDUM, INTER OFFICE
TO: MR. ROY GRIMES
From: Doug Blackburn
Subject: Bid #2449
DATE: July 25, 1956
The bid of the Blume System Tree Experts is the lowest bid; however, I recommend the bid of the
Asplundh Tree Expert Company be accepted as the best known bid. Thqblume System is a new bidder
for us, and while I know nothing against this company, I know many things in favor of the Asplundh
Company.
Asplundh has trimmed more trees per year for us thela.st two years than anyone ever has before.
Asplundh also has the best public relations and public acceptance of any company that has ever trimmed
trees for us. In two years, we had only three complaints from customers as to the manner in which
the trees were trimmed. This is compared to an average of one complaint from a customer per week
that had to be investigated with othei/companies.
The difference in the bids is only about $150.00 on the total of $6500.00. This is less tr
and one-half per cent.
The bid of Eidar is not acceptable since they do not use a brush chipper.

During the current fiscal year, in addition to operating expense out of 44,401.63
previously earned airport revenues, additional land has been acquired, new T-hangars have been
constructed, a new triple combination sash truck pumper has been purchased, together witl/operating
and maintenance equipment, to a total value of $73,963.32, all of which have been paid for without
tax support out of Airport Revenues.
In addition to these improvements, a new 1011 water line has been constructed at a total est"ted co
of $25,000.00, one-half to be paid for by the Federal Governement and the balance to be paid grit
of Airport Revenues. Our future planning contemplates the construction of a runway and taxiway ex-
tension during the next fiscal year in order that we will have the facilities to accomodate turbo-
prop transports scheduled for service into Lubbock early in 1958. Our planning and programming does
not contemplate the need for general revenues or tax monies of any/ind to accomplish this improveme
It is feltt, however, that $100,000.00 of warrant authority will. be required to permit this construct
with Airport profits to retire the warrants as they come due.
It is with considerable pride in the growth and development of Lubbock and the Lubbock Municipal
Airport that we, the Airport Board, r:tauest that the City Commission draw a draft on the Airport
Revenue Fund in the amount of $23,090.00 as the interest and principal payment due during the year
1955-56 for the retirement of all Airport tax bonds including the 1929,1946, 1948 and 1949 issues.
This represents the fourth consecutive year that the Airport has been able to meet the Bonded Debt
Retirement payment and with this payment represents a total of $90,132.00 transferred from thg Air-
port Revenue Fund to the General Fund for debt retirement purposes.
Sincerely yours,
